Abstract: The purpose of the present invention is to more accurately determine whether an abnormality occurs in a grinding machine. This device comprises: a determination unit (51) which, when a differential pressure between a grinding machine (10) that grinds a supplied solid fuel, and a furnace (201) of a boiler (200) which burns the grinded solid fuel exceeds a first threshold, determines that an abnormality occurs in the grinding machine (10), the differential pressure being detected by a differential pressure detection unit (102); and a first threshold setting unit (52) which sets the first threshold to be used by the determination unit (51), wherein the first threshold setting unit (52) sets the first threshold on the basis of the amount of the solid fuel supplied to the grinding machine (10) and/or a primary air flow rate supplied to the grinding machine (10), and at least one among the temperature of primary air discharged from the grinding machine (10), moisture content of the solid fuel supplied to the grinding machine (10), and the fineness of the solid fuel discharged from the grinding machine (10).
