Abstract: A non-oriented electromagnetic steel sheet, including, in wt. %, 0.0050% or less of C, 0.10-1.50% of Si or less, 0.10-1.50% of Mn, 0.0050% or less of sol. Al, 0.0030% or less of N, 0.0040% of S or less, and 0.0050-0.0200% or less of O, including a total of 0.0005-0.0200% of one or more elements selected from the group consisting of La, Ce, Zr, Mg, and Ca, the remainder being Fe and impurities, wherein the number density N of an appropriate oxide is 3.0 × 103 to 10 × 103/cm2, and the number density n of La and other included oxides satisfies n / N = 0.01.
