Abstract: A shaft sealing device according to at least one embodiment of the present disclosure comprises: a plurality of thin plates which are disposed in a circumferential direction of a rotating shaft, and which have a width in the axial direction of the rotating shaft; and a sealing ring including a seal attachment groove for attaching the plurality of thin plates. An inner wall of the seal attachment groove, on one side thereof in the axial direction, has a groove formed in the circumferential direction, in a region toward a radially inner side of the rotating shaft.
