The surface treatment coating film contains carbon black and at least one oxide selected from the group consisting of Zr oxide, Zn oxide and Ti oxide. The carbon black and the oxide are dispersed throughout the entirety of the surface treatment coating film. The surface treatment coating film has a silica content of 0-0.3 g/m2.
