Abstract: This non-oriented electromagnetic steel sheet comprises a parent-material steel sheet and an insulating film formed on the surface of the parent-material steel sheet. The insulating film contains a metal phosphate and an organic resin. The moisture content of the insulating film is 0.003-0.03 wt%. The contact angle of water on the insulating film is 55-85°.
