Abstract: The present specification discloses a steel plate with excellent hydrophilicity and conductivity. The steel plate with excellent hydrophilicity and conductivity, according to one disclosed embodiment, comprises, on the steel plate, fine protrusions formed such that the intervals between the pitches thereof are 1-500 nm, wherein the fine protrusions may include a joint structure having a texture having a (111) orientation area ratio of at least 10%, and a (001) orientation area ratio of at least 10%.
