Abstract: A parameter determination device 30 has a generating unit (31), an identifying unit (32), and an evaluation-index calculating unit (33). The generating unit (31) generates a parameter value for a program employed when identifying a text-existing region, and the identifying unit (32) identifies a text-existing region by means of a simulation employing the parameter value generated by the generating unit (31). Also, the evaluation-index calculating unit (33) calculates a fitness ftotal of the parameter value on the basis of the text-existing region identified by the identifying unit (32).
