Abstract: In a world where traffic violations claim countless lives annually, there is an urgent need for innovative solutions to curb this menace. To overcome this situation, the idea is to introduce Intelligent Floating Traffic Surveillance (IFTS), a groundbreaking system designed to tackle the traffic violation problem head-on and save lives on our roads. Traditional traffic cameras can only cover so much ground, leaving numerous areas prone to unchecked violations. The installed CCTV cameras have fixed positions, and drivers tend to follow traffic rules when they are under the coverage of a camera. But the moment they are beyond the camera's coverage, traffic violations are rampant. IFTS goes beyond the limitations of fixed installations by empowering every smartphone, dash-cam, helmet camera of motorcyclists & bicycle riders (action cameras), and inbuilt front camera of vehicles to become a vigilant guardian of road safety. With our cutting-edge technology, users can capture and report traffic violations, even in areas lacking conventional human surveillance or CCTVs. No longer will reckless drivers go unnoticed. IFTS utilizes the collective power of the community to create a comprehensive network of real-time traffic monitoring. This system not only identifies violations but also serves as a deterrent, fostering a culture of responsible driving. The crux of the problem : 1. Traffic cameras are at fixed position and does not work as an effective deterrent to the traffic violators 2. Not every road is covered with cameras therefore traffic violators go unnoticed 3. The idea is to have floating cameras without any fixed location, as the positions
are randomly changing every moment no one is aware if they are under
surveillance or not. Also, the floating camera system will work without any human
interventions using different Artificial Intelligence (AI) models.
Complete
The solution uses cameras of mobile phones, dash-cams, helmet cameras of
motorcyclists & bicycle riders (action cameras), and inbuilt front cameras of
vehicles. These cameras are connected either to the mobile phone or to the
cloud-connected head unit of the vehicle. The entire system is driven by software,
and it does not require any change in the existing hardware or software of the
stock vehicles. The entire system will have two layers of software with their
respective artificial intelligence models supporting them.
Layer 1
The layer 1 of the system is built as a smartphone application or an application for
the dash-cam, head unit. This will continuously scan the traffic on the road using a
sliding window mechanism. In case of any traffic violation, the AI system based on
the proprietary Convolution Neural Network (CNN) model will identify the
defaulters on the road. The identification AI model is explicitly learned for
different road violations like over-speeding, dangerous driving, inappropriate
parking, lane discipline, etc. The moment system identifies a defaulter, it will
communicate with layer 2 for further processing.
Layer 2
The layer 2 is responsible for fetching the identity of the defaulter based on
Optical Character Recognition (OCR) AI model. The OCR model will automatically
get the vehicle’s registration number from the clip shared by the camera. This
system makes sure that it interfaces with the Parivahan database to fetch the
defaulter’s details based on the vehicle registration number. This system will be
responsible for generating a ticket (challan) and sending it to the owner of the vehicle who has violated the traffic rule. This system also takes care of rewarding the volunteer when the fine is paid by the defaulter.

streamlining the traffic and reducing road accidents.
