Abstract: Provided is a steel sheet having a small sheet thickness, the steel sheet having both adequate strength and plating properties or chemical convertibility, and also provided is a plated steel sheet having a plating layer on the steel sheet. This steel sheet has a component composition containing, in terms of mass%, 0.05-0.30% C, 0.01-2.50% Si, 0.80-3.00% Mn, 0.010-2.000% Al, and other components, the remainder comprising Fe and impurities, and the sheet thickness thereof is 0.4-2.0 mm and the tensile strength thereof is 550-1500 MPa, and furthermore, this steel sheet includes an internal oxidized layer and a decarburized layer, 0.01 = A/t = 0.15, where A is the thickness of the decarburized layer per side of the steel sheet, and t is the sheet thickness of the steel sheet, and when the bulk C concentration of the steel sheet is expressed as Cb (%), the C concentration in a position at 1/2A of the decarburized layer is Cb/2 or greater.
