Abstract: A surface light-emitting device of the present disclosure includes: a support substrate; a light-emitting diode substrate having a light-emitting diode element arranged on the surface on one side of the support substrate; and a sealing member arranged on the surface of the light-emitting diode substrate on the light-emitting diode element side and sealing the light-emitting diode element, wherein the light-emitting diode element has a transparent base material composed of an inorganic material, and a light-emitting layer formed on one side surface of the transparent base material, the transparent base material is a bare chip exposed on the surface, the sealing member is in contact with the surface of the transparent base material opposite to the surface on which the light-emitting layer is formed and with the side surface of the transparent base material, and the sealing member has a haze value of 4% or more and has a thickness greater than that of the light-emitting diode element.
