Abstract: This control device controls an output device (300) that outputs a stimulus. The control device (100) includes: an acquisition unit (120) that acquires images obtained by an imaging device (200) which images a plurality of persons present in a location where the persons were able to move in a plurality of directions; and a control unit (130) that, on the basis of the images, detects the number of moving persons who moved in a first direction among the plurality of directions, uses the number of moving persons to compute the ratio of the persons who moved in the first direction, and, if the ratio remains below a predetermined threshold value for a predetermined amount of time, performs control to change the stimulus being outputted by the output device (300) to a different stimulus.
