Abstract: This non-oriented electromagnetic steel sheet contains, in mass%: C, 0.005% or less; Si, 2.00% to 4.50%; Mn, 0.01% to 5.00%; Al, 0.03% to 5.00%; SE, which is the total of one or more of S, Se, and Te, more than 0% but no more than 0.005%; N, more than 0% but no more than 1.000%; P, more than 0% but no more than 1.000%; and a remainder which is Fe and impurities. The non-oriented electromagnetic steel sheet satisfies formula (1) and formula (2). When the steel sheet is punched with a roughly circular die, and a circular hole is made as a result of the punching, the standard deviation of the ratio LRD/LTD, which is the ratio of rolling direction length LRD to width direction length LTD of a circular hole, is no more than 0.010.
