Abstract: The present invention addresses the problem of providing a steel sheet and a plated steel sheet that have high LME resistance and hydrogen desorption. This steel sheet and plated steel sheet are characterized: by having prescribed chemical components; in that the depth in the depth direction from the surface of the steel sheets at which the C concentration as measured by GDS is no more than 0.05% is at least 10 µm; in that the thickness in the depth direction from the surface of the steel sheets of a layer that has a ferrite phase area fraction of at least 90% is at least 20 µm; and in that the Ra surface roughness of the steel sheets is no more than 3.0 µm.
