Hot Rolled Steel Sheet

Abstract: Provided is a hot-rolled steel sheet: that has a desired chemical composition; in which a metal structure thereof at a 1/4 position in the sheet thickness direction from a surface consists of, in terms of area%, less than 3.0% of residual austenite, not less than 15.0% but less than 60.0% of ferrite, and less than 5.0% of pearlite and has an E value of 10.7 or greater, an I value of 1.020 or greater, a CS value of -8.0 × 105 to 8.0 × 105, and a standard deviation of the Mn concentration of 0.60% by mass or less; and in which, at the surface, the area% of a region in which the Ni concentration is 0.2% by mass or greater is 10.0% or greater, the area% of a region in which the O concentration is 3.0% by mass or greater is 3.0-50.0%, a maximum value of the sphere-equivalent diameter of an oxide is 5.00 µm or less, and the tensile strength is 980 MPa or greater.
