Abstract: Provided is a hot rolled steel sheet which: has a predetermined chemical composition; contains 80 98% of at least one of ferrite and bainite in total and 2 10% of martensite in terms of areal percentage; has a metallic structure in which when a boundary having an azimuth difference of 15?? or more is defined as a grain boundary and a region surrounded by the grain boundary and has a circle equivalent diameter of 0.3 ??m or more is defined as a crystal grain the proportion of the crystal grain having an in grain azimuth difference of 5 14?? is 10 60% in terms of areal percentage; and has a surface roughness Ra of less than 1.50 ??m wherein a difference between the maximum value and the minimum value of the surface roughness Ra is 0.50 ??m or less.
