Abstract: When a received state transition rule is a rule for registration, a rule registration unit (112) sets an initial version number as an event for each of one or more state transitions in the rule for registration and registers the rule for registration in a rule storing unit after the setting. When a received state transition rule is an rule for updating, the rule registration unit (112) selects, from the rule storing unit, a state transition rule that is of the same type as the rule for updating; adds, to the selected state transition rule, each state transition among one or more state transitions in the rule for updating which is not present in the selected state transition rule; and, for each of said one or more state transitions in the selected state transition rule, sets as an event the version number which follows the most recent version number in the selected state transition rule.
