Abstract: Provided is a non-oriented electromagnetic steel sheet comprising, in terms of mass%, not more than 0.0100% of C, 1.50-4.00% of Si, 0.0001-1.0% of sol. Al, not more than 0.0100% of S, not more than 0.0100% of N, not less than 0.10% of Mn, and a total of less than 2.50% of one or more elements selected from among Mn, Ni, and Cu, wherein the transformation temperature Ar3(°C) is 750-1050°C, the sheet thickness is not more than 0.50 mm and the {411}<011> random intensity ratio at a 1/2 sheet thickness part is not less than 4.0.
