Abstract: This non-oriented electromagnetic steel plate has a prescribed chemical composition. The chemical composition satisfies 1020-325×[C]+33×[Si]+287×[P]+80×[sol.Al]-120×([Mn]+[Mo]+[Cu])-46×([Cr]+[Ni]): 750 to 1050. When Ahkl-uvw represents the surface area ratio of crystal grains in a \{hkl\} orientation to the entire field of view when a plane parallel to a rolled surface at a depth at 1/2 of the plate thickness from the top surface is measured by SEM-EBSD, A411-011 is greater than or equal to 15.0%. According to an ODF for f2=45°, the non-oriented electromagnetic steel plate has the maximum intensity at f1=0 to 10° for f1=0 to 90° and F=20°, has the maximum intensity at f=5 to 35° for f1=0° and F=0 to 90°, and has an average crystalline particle diameter of 50 to 150 µm.
