Abstract: Drive circuits (50a-50d) respectively comprise control units (4a-4d) that individually control one of four semiconductor elements (5a-5d) connected in series to form a power conversion circuit unit for one phase of a three-level power converter and apply a gate voltage to the semiconductor elements (5a-5d) to drive the semiconductor elements (5a-5d). The drive circuits (50a-50d) detect an arm short circuit in the power conversion circuit unit on the basis of the main terminal voltages of the semiconductor elements (5a-5d). Each of the control units (4a, 4d) that controls the drive of the upper potential-side outer element (5a) or the low potential-side outer element (5d) out of the four semiconductor elements (5a-5d) applies a gate voltage lower than a prescribed voltage to the semiconductor element (5a or 5d) when the semiconductor element (5a or 5d) is turned on.
