Abstract: A DEEP LEARNING-BASED TRAFFIC MONITORING SYSTEM The proposed invention is a deep learning-based system that detects motorcyclists who are not wearing helmets and extracts their license plate numbers for traffic law enforcement. The system consists of image acquisition, preprocessing, object detection, classification, and license plate recognition modules. The image acquisition process captures video footage of motorcyclists using cameras installed at traffic signals and busy intersections. The images undergo preprocessing to enhance visibility, remove noise, and standardize resolution. The YOLO framework is then applied to detect motorbikes and segment the region of interest for further classification. The CNN model classifies the detected motorcyclists into two categories: wearing a helmet and not wearing a helmet. Once a helmet violation is detected, the system identifies the corresponding motorbike and extracts the license plate region from the image. A separate deep learning-based Optical Character Recognition (OCR) model is used to read and digitize the license plate number. The extracted information is stored in a database and can be forwarded to law enforcement authorities for issuing fines or taking appropriate actions. The system is designed to operate efficiently in various environmental conditions, including different lighting and traffic densities. By leveraging the computational efficiency of YOLO and the accuracy of CNN, the invention provides a real-time, automated solution for helmet rule enforcement.
Description:FIELD OF THE INVENTION
The present invention relates to an advanced traffic monitoring system utilizing machine learning and deep learning models. Specifically, it employs Convolutional Neural Networks (CNN) and the You Look Only Once (YOLO) object detection framework to automatically detect motorcyclists who are not wearing helmets and identify their license plate numbers. The invention contributes to traffic rule enforcement and road safety by reducing the reliance on manual surveillance.
BACKGROUND OF THE INVENTION
To detect the person who is not wearing the helmet while riding the bike and to scan the license plate of bike to read the number by the implementation of convention neural network (CNN) with You Look Only Once (YOLO) architecture.
The increasing number of road accidents caused by non-compliance with traffic regulations, particularly among motorcyclists, has necessitated stricter monitoring and enforcement mechanisms. Helmet use is a critical safety measure that significantly reduces the risk of fatal head injuries. However, existing enforcement techniques, such as manual monitoring through CCTV footage, are inefficient and require substantial human effort.
Traditional traffic monitoring systems rely on police officers reviewing recorded footage to identify helmet violations and manually extracting license plate numbers. This process is time-consuming and prone to human error. While some automated methods exist, they often fail to efficiently detect multiple vehicles in congested areas or under poor lighting conditions.
The YOLO object detection framework provides a faster and more accurate approach to detecting and classifying objects within an image. Unlike traditional algorithms that perform multiple iterations to detect objects, YOLO processes the entire image in a single iteration, making it highly efficient for real-time applications.
Deep learning techniques, such as CNN, have been successfully applied in image classification and object recognition tasks. CNN models can be trained to differentiate between motorcyclists with and without helmets, as well as to recognize and extract vehicle license plate numbers from images. By integrating CNN with YOLO, the proposed invention achieves a high-accuracy automated helmet detection and license plate recognition system.
The invention offers a novel approach to enforcing helmet laws by combining real-time image processing with deep learning models, thereby reducing the need for manual intervention and enhancing traffic monitoring efficiency.
Basic differences of the proposed solution:
At present CCTV recordings are used to monitor traffics. The police needs to watch the video frames if the traffic rules are violated. The vehicle plate number will be noted in case the rider is without helmet. Thus the system requires manpower.
If a rider is found not wearing helmet, then the number from the license plate is extracted by using YOLO CNN architecture. The proposed system design includes image capturing on camera, detection of motorbike, classification of rider with helmet or without helmet and identification of vehicle plate number.
Existing algorithms first detect the region of interest. Then they recognize the objects from those regions. But YOLO performs both prediction and recognition in the same step. Other methods perform several iterations for one image but YOLO does in one iteration.

The work stages in this system include image capturing on camera, detection of motorbike, classification of rider with helmet or without helmet and identification of vehicle plate number.
The data set is collected manually from different areas to train the network. To show the differences among the data, the images taken with the different circumstances are included in the data set. The images are taken with the various atmospheric conditions or lighting conditions and traffic levels of low to high. Also the images motor vehicle and non- motor such as car or bus are considered. The data set consists of moving objects and non-moving such as tree or standing vehicles. The network is trained with nearly 200 number of frames in the video. One frame per second is processed. The region of interest is the input to the classifier and output will indicate that the person is with bike or non-motor vehicle.

The invention comprises multiple components that work together to detect helmet violations and extract license plate numbers with high precision. The process begins with image acquisition, where high-resolution video cameras capture footage at traffic signals and busy roads. The system processes images at a rate of 24 frames per second, ensuring real-time monitoring.
Preprocessing techniques include resizing images to 256×256 pixels for uniformity, enhancing contrast for better visibility, and applying noise reduction filters. The YOLO object detection model then segments the image into a 3×3 grid, predicting bounding boxes and classifying objects into three categories: motorcycle, helmet, and license plate.
The CNN model receives the segmented images and classifies whether the detected motorcyclist is wearing a helmet or not. The classification is based on convolutional layers that extract features such as shape, color, and texture. The model undergoes extensive training using a dataset containing images of motorcyclists under various conditions, ensuring robustness against different lighting, weather, and traffic scenarios.
For license plate recognition, the identified motorbike is passed through an OCR-based system. The plate number is extracted from the designated region using edge detection and character segmentation techniques. The OCR system converts the image into a machine-readable format, allowing automated reporting of violations.
The extracted license plate numbers are stored in a secure database and can be linked to law enforcement databases for further action. Notifications can be automatically generated and sent to violators via SMS or email, streamlining the penalty enforcement process.
The entire system is optimized for real-time performance and can process multiple motorbikes in dense traffic scenarios. Unlike traditional manual surveillance, which is prone to human error, the proposed invention ensures accuracy, efficiency, and scalability in traffic rule enforcement.

The YOLO algorithm is simulated in MATLAB software. YOLO algorithm is a regression algorithm to predict classes in the image in only one run and detects many objects. The image given as input is divided into grids of size 3 x 3. After the image is divided, one of the three classes may be obtained. The classes are motorcycle, helmet and plate. Image classification process is applied on each grid. YOLO then predicts the bounding boxes and the respective class of the objects. Yolo is simply a CNN for object detection.
The results in this detection system show the images of rider with motorbike. The output may be considered as motorbike detection if one third of the bounding box contains bike.
Preprocessing is necessary. In this stage, the images are resized to fit into the MATLAB simulation. Video is captured at the rate of twenty-four frames per second. The size of the frame is taken uniformly at 256 by 256 pixels size. Sometimes women may cover their head by their cloth. Because of the colors, it may become difficult to identify the person’s helmet. So in the preprocessing stage, helmet image is also processed to avoid confusion during the features extraction. Sometimes feature extraction from the image is hard due to poor sun light and automobile sounds.
To detect the persons without helmet, the system should be fed with data set. Then it should detect the moving objects. Background can be eliminated. Then the neural network classifies the objects with or without helmet. For helmet classification, the motorcyclist’s image is given to a set of convolutional layers of CNN. Feature map is obtained by convolving the input with a filter. The stride is fixed at 1. The non-linearity in the feature map is removed by a rectified linear unit operation. Feature map dimension is reduced by max pooling. Softmax function is used on the fully connected layer to predict that it is a “helmet” or “no helmet”.
Once helmet classification indicates the absence of helmet, the image of the bike rider is fed for getting the number from the plate and for this purpose a particular grid will be tested. The forward and backward propagation can be run to train the network. Plate number is taken if the person does not wear helmet.
The system can detect multiple vehicles in the congested area as well as in the heavy traffic area for the person without helmet moving in motorbike.

a) An image acquisition module for capturing motorcyclist images at traffic signals;
b) A preprocessing module for enhancing image clarity and standardization.;
c) A YOLO-based object detection module for identifying motorcycles and helmets;
d) A convolutional neural network (CNN) classifier for helmet detection;
e) An optical character recognition (OCR) module for license plate recognition.
2. The system as claimed in claim 1, wherein YOLO framework divides the input image into a grid and detects multiple objects in a single pass.
3. The system as claimed in claim 1, wherein the CNN classifier processes helmet detection using convolutional layers and max pooling.
4. The system as claimed in claim 1, wherein the OCR system applies edge detection and character segmentation techniques for license plate extraction.
5. The system as claimed in claim 1, wherein extracted license plate numbers are stored in a secure database for enforcement purposes.
6. The system as claimed in claim 1, wherein notifications of violations are automatically sent to law enforcement authorities.
7. The system as claimed in claim 1, wherein the system operates efficiently under various environmental conditions.
8. The system as claimed in claim 1, wherein real-time processing is achieved through parallel computing and optimized deep learning models.
9. The system as claimed in claim 1, wherein the helmet detection and license plate recognition system improve traffic rule enforcement efficiency.
