Abstract: This electronic control device is mounted on a vehicle and provided with: an information acquisition unit that acquires travel environment information regarding the travel environment around the vehicle; a stagnation risk area estimation unit that, on the basis of the travel environment information, estimates a stagnation restriction area, which is an area where stagnation of the vehicle results in obstruction of movements of moving bodies other than the vehicle and the stagnation of the vehicle is to be restricted; and a travel control planning unit that plans travel control of the vehicle on the basis of the estimated stagnation restriction area.
