Abstract: Disclosed are a battery cell charging and discharging device, a battery cell produced using same, a battery pack and a vehicle including the battery cells. The battery cell charging and discharging device according to an embodiment of the present invention is a device that charges or discharges a battery cell during an activation process of the battery cell, and comprises: a charging and discharging member that contacts the battery cell to charge or discharge the battery cell; a power supply member which is connected to the charging and discharging member and supplies power to the charging and discharging member; and an insulating member which surrounds the charging and discharging member and has a length that changes when the battery cell is charged or discharged.
