Abstract: The present invention realizes a process plan creation device which is capable of accurately creating process plans of pipeline constructions in accordance with various work progress patterns. A process plan creation device 1 is a device that creates a process plan of a pipeline construction. The process plan creation device 1 comprises: a data storage unit 14 which stores basic data to be used for creating the process plan; an information acquisition unit 11 which acquires information regarding a work progress pattern in the pipeline construction and construction information necessary for creating the process plan; a work hour calculation unit 12 which calculates work hours corresponding to the work progress pattern by using the basic data stored in the data storage unit 14 and the information acquired by the information acquisition unit 11; and a process plan creation unit 13 which creates the process plan on the basis of the work hours calculated by the work hour calculation unit 12.
