3. PREAMBLE TO THE DESCRIPTION
The following specification particularly describes the invention and the manner in which it is to be performed : -
A Computerized Birth and Death Record System and Method Thereof Field of Invention:
The present invention relates to a data collection and retrieving system. More particularly it relates to computerized birth and death record system and method thereof.
Prior Art:
In most countries, birth and death certificates are a vital record usually containing most of the following information:
• Name at birth or death
• Date and time of birth or death
• Sex
• Place of birth or death
• Birth or death registration number
• Legal parents
The certificate is issued shortly after a person's birth, usually after the mother's physician files the required forms with the appropriate government agency. It is normally compulsory to obtain a birth certificate for a newborn. The official birth certificate is usually stored at a government record office, and certified copies of the original are issued when requested. The birth certificate can be used to authenticate one's identity and nationality and assist with obtaining government-issued identity documents such as passport or driver's license. Holding a birth certificate makes it easier to prove citizenship in nations where citizenship depends upon location of birth. For family historians, the detail of parents (including mother's maiden name) included on a full certificate is very useful in linking between generations.

India is a signatory to the United Nations Convention on the Rights of the Child, 1989. Yet, we hold the dubious distinction of having the largest number of unregistered children in the world. Birth registration is considered as the first step in providing an identity to the child both as an individual and as a member of the society as the birth register is the first legal document in which the name of the child gets entered along with the parentage.
It is the right of every child born in the country to have its birth registered and provided with a birth certificate. It is the duty of every state to make birth registration accessible and available to all. The Government of India in all its earnestness has framed an act known as Registration of Birth and Deaths Act, 1969 and set up institutions in all the states to record the births and deaths in the country. It is compulsory to registrar all birth and death under the provisions of Act. Although more than 35 years have passed since the enactment of the legislation, the level of birth registration is not satisfactory, with large interstate variations. About 38000 out of the estimated 70000 births that occur in the country everyday are registered. Of these, only a small percentage, have birth certificates.
The numbers of provisional data from India Census 2001, on the declining child sex ratio show another alarming trend, clearly suggestive of the prevalence of the inhuman practice of female foetocide. The last decade (1991-2001) has seen the sharpest decline-slipping to 927 from figure of 976 in 1961. This mass slaughter of the girl-child both feoticide and infanticide needs to be stopped. This can only be done through a periodic monitoring system based on reliable data on sex ratio at birth at every district and sub-district level. Registration of all births is an absolute necessity to enable monitoring the birth of girl children and to take necessary and timely corrective action.
Hence there is an urgent need to develop effective strategies towards registration and improve service delivery of the birth and death certificates.

Objects of the Invention:
It is the object of the present invention to provide a system for solving the problem as discussed above in the prior art.
Another object of the present invention is to provide a computerized birth and death record system and method thereof which provide a sophisticated high quality digital imaging services for the digital record keeping of birth and death related information oOf every Indian Citizen.
Another object of the invention is to provide a computerized birth and death record system and method thereof which provides a user friendly and precise search of birth and death certificates.
Still another object of the invention is to provide a computerized birth and death record system and method thereof which provides fast and easy accessibility of document by the means of a powerful search engine.
Still another object of the invention is to provide a computerized birth and death record system and method thereof which provide security and Safe Storage of images from tampering and misuse, also provides disaster recovery capability.
Accordingly there is provided a computerized birth and death record system comprises:
at least one input device for inputting a request for birth or death certificate;
a plurality of databases containing birth and death related information of a person, said birth related databases includes information containing of person's birth related details and death related databases includes information containing of person's death related details;

at least one server at the service provider side, each said server consists of:
- Processing means for processing a request made for birth or death certificate;
- memory means which is coupled with said processing means, said memory means stores search engine, user interface means and databases modification means;
wherein said input device and plurality of databases containing birth and death related information are connected to said service providers server via a communication media & in that as per the request made for birth or death certificate said server fetch said information from the databases and provide it to the user.
The input device of the system comprises: processing unit for executing the codes being required for working of said input device; memory unit for storing said codes;
inputting unit for inputting the request for birth or death certificate and displaying unit to display the request made and the information obtained from databases through said server.
According to invention the person's birth related information includes name of person, date and time of birth, sex, place of birth, birth registration number, and legal parents. Person's death related information includes name at the time of death, date and time of death, age at the time of death, sex, place of death and reason of death.
Search engine according to present invention facilitates to search the information on the basis of criteria of simple search and advance Search. The advance search finds nearest match of record if no record found.
The user interface means facilitates connection to databases and helps users define searches for databases. The database modification means facilitates addition, deletion and editing of data by service provider.

According to another embodiment of the invention there is provided method for collecting data into or retrieving data from a database containing birth and death related information, said method comprising steps of: logging in by authorized person in to the information server provided by the service provider; checking validity of authorized person by said service provider server; inputting a request for birth or death certificate by the person logging in; fetching of the requested certificate from said databases by said server; and displaying said certificate on the displaying means.
In this method inputting, fetching and displaying steps runs if authorized person is valid user. Also the method further comprises addition, deletion and editing of data in to the databases by database modification means.
Inputting step in the method comprises entering search criteria into the search engine and accordingly search engine finds relevant document to user queries and evaluate the matching results and sort them according to relevance.

Detailed Description of the invention:
The above, and the other objects, features & advantages of invention will become apparent from following description read in conjunction with the accompanying drawings.
Refereeing to figure 1, it shows system for collecting data into or retrieving data from a database containing birth and death related information in accordance to present invention. As shown in figure 1 a computerized birth and death record system comprises at least one input device for inputting a request for birth or death

certificate, a plurality of databases containing information related to birth and death of the person and at least one server at the service provider side.
The input device comprises processing unit for executing the codes being required for working of input device, memory unit for storing these codes, inputting means for inputting the request for birth or death certificate and displaying unit to display the request made and the information obtained from databases through the server.
A Plurality of databases contains the information related to birth and death details of
the person. The person's birth related information includes name of person, date and time of birth, sex, place of birth, birth registration number, and legal parents. Person's death related information includes name at the time of death, date and time of death, age at the time of death, sex, place of death and reason of death.
The input devices and all databases are connected to the server of the service provider through communication media. The communication media may include but not limited to telephone lines, cable lines, communication buses and satellite transmission. The system of the present invention may include more than one server. Each server consists of processing means for processing a request made for birth or death certificate and memory means. The memory means is coupled with the processing means. The memory means stores search engine, user interface means and database modification means.
Only authorized person of the service provider is allowed to access the databases. Service provider may be any government agency. Before modifying or retrieving the information the authorized person has to first log in to the server. If server found the authorized person is a valid user then only he is eligible for modifying or retrieving of the data.
The search engine provides both simple search as well as advanced search. The features of simple and advanced search will be discussed later, the search engine

provides user to search the information on the basis of various criteria. These criteria may includes but not limited to name of person, date of birth, date of death, age, mother's name, father's name etc.
The user interface means helps user define searches for databases. The technique includes one or more browser compatible applets, WebPages templates, user interface elements, objects or control features or other programmatic objects or structures. Also there is a provision in the system to modify the databases containing birth and death related information of the person. This is taken care by the database modification means. There are provisions for adding, deleting and editing of the data in the databases. These provisions are to keep the databases updated with the recent information.
Now refereeing to figures 2 shows the detailed system flow diagram in accordance to present invention. First of all it consists of login block being used by the authorized person for modifying or retrieving the data to update the data in the databases. Hence this login block is divided in to various blocks i.e. search, data entry, print, fax and E-mail.
Now we will see the data entry block in detail with the help of figures 3 to 5. The data entry block is again divided into three different kinds of blocks called add, delete and edit blocks. Addition block facilitates service provider to add the information into databases for keeping it updated. Deletion block facilitates service provider to delete the information from the database. Edit block facilitates service provider to edit/modify the data from databases. Due to this service provider get opportunity to correct the errors.
Now referring to figures 6 and 7 shows the search block in detail. The system of the present invention provides both simple as well as advanced search as shown in figures 6 and 7 respectively. User can use any search as per his need.

Now referring to figures 8 to 10 which show various outputting ways of the birth or death certificate. The certificate can be printed, faxed or e-mailed.
Now we will see how data/information is retrieved from the plurality of database using the system of the present invention. This method is well illustrated by the flowcharts shown in figures 11 to 15. According to the method firstly the person who wants the information has to make a request through the input means. For that purpose he has to first log in into the server of the service provider. For that he has to first enter his user name and identification code through input means. Then service provider verifies the authenticity of the user. If the name and code of the user matches with the stored name and code server allows the user to access the databases and if user found invalid it displays the error message on the displaying means and disallow the user to further access. Then by using search engine the authorized person can search for the data by any of the search method i.e. either simple or advanced. Both are given in figures 14 and 15(A)-15(C) respectively. Once the search engine found the appropriate data, same is fetched from the databases and displayed on the display. The data may be displayed in more than one language. It may be available in Hindi as well as English or it may be available in any regional language. As shown in figures 15(A)-15(C), firstly the criteria are put in the search engine to retrieve the information to be searched. If information is found, same is displayed on the displaying unit. If information is not found then same may be retrieved by excluding mother's name. If after excluding mother's name information is found, same is displayed on the displaying unit otherwise it may be retrieved by excluding father's name. If after excluding father's name information is found, it may be displayed on displaying unit otherwise try to retrieve the information on the basis of personal name only. If on the basis of personal name information is not found then non availability certificate may be issued. In this way advance search try to find the nearest match if data is not found.
The system also facilitates the service provider to add, delete and edit the databases as discussed by us above. Such methods are illustrated in form of flowcharts in

figures 11, 12 and 13 respectively. As shown in figure 11 for addition service provider has to first enter the information. Then said information is checked by the database modification means. If it found the information to be added valid then only service provider can add the new data and update the database. For deletion database modification means first ask for the confirmation of the deletion once it get confirmed by the service provider the information/ data is deleted from the databases. For edition also database modification means facilitates the service provider to edit the data if data is valid.

• Full mode and strip mode view of documents
• Advance search
• Multi language support i.e. English, Hindi or any regional language.
Advantages of the present invention:
1. Every government needs to know how many people are there in the country, and how it can plan to meet their needs. It is possible by using the system of the present invention.
2. It allows the analysis of fertility and mortality rates by age, and the development of projections of demographic change.
3. It helps to identify geographic, social and gender disparities within the national boundaries- the least developed parts of a country may have the lowest birth registration coverage and the greatest need for services and active support.

4. Without accurate population data, these areas may be overlooked and denied the necessary budgetary resources. The lack of such data may, therefore, lead to the further exclusion of people already marginalized from the social and economic life of their country. The population data may be available using the system of the present invention.
5. The data provided by effective civil registration allow the accurate planning, development and implementation of development policies, particularly in heath, education, housing, water and sanitation, employment, agriculture and industrial production and an effective electoral process.
6. It enhances a country's ability to monitor and evaluate the impact of policies and help governments allocate appropriate resources to those to those in greatest need, thereby narrowing disparities.
Industrial Applicability:
A computerized birth and death record system find the information to given criteria
by matching text records (documents) against user queries. This computer system
performs the following two tasks:
i. Find relevant documents to user queries
ii. Evaluate the matching results and sort them according to relevance.
This computerized system provides several advantages for policy-makers as they try to reform the Nation's welfare and heath-care delivery system.
The present invention is not limited to the above described embodiments, and various alterations, modifications, and / or alternative applications of the invention may be possible, if desired, without departing from the scope and spirit of the invention which can be read from the claims and the entire specification. All these

possible alterations, modifications, and / or alternative applications of the invention are also intended to be within technical scope of the present invention.

WE CLAIM:
1. A computerized birth and death record system comprises:
at least one input device for inputting a request for birth or death certificate;
a plurality of databases containing birth and death related information of a person, said birth related databases includes information containing of person's birth related details and death related databases includes information containing of person's death related details;
at least one server at the service provider side, each said server consists of:
- Processing means for processing a request made for birth or death
certificate;
- memory means which is coupled with said processing means, said
memory means stores search engine, user interface means and
databases modification means;
wherein said input device and plurality of databases containing birth and death related information are connected to said service providers server via a communication media & in that as per the request made for birth or death certificate said server fetch said information from the databases and provide it to the user.
2. The system as claimed in claim 1 wherein each said input device comprises:
- processing unit for executing the codes being required for working of
said input device;
- memory unit for storing said codes;
- inputting unit for inputting the request for birth or death certificate
and

- displaying unit to display the request made and the information obtained by the from databases through said server.
3. The system as claimed in claim 1 wherein person's birth related information
includes

4. The system as claimed in claim 1 wherein person's death related information
includes
• Name at the time of death
• Date and time of death
• Age at the time of death
• Sex
• Place of death

5. The system as claimed in claim 1 wherein said search engine facilitates to
search the information on the basis of following criteria:
- simple search
- advance Search.
6. The system as claimed in claim 5 wherein advance search finds nearest match
of record if no record found.

10. A method for collecting data into or retrieving data from a database containing birth and death related information by using a system as claimed in claims 1 to 9, said method comprising steps of:
logging in by authorized person in to the information server provided by the service provider;
checking validity of authorized person by said service provider server;
inputting a request for birth or death certificate by the person logging in;
fetching of the requested certificate from said databases by said server; and
displaying said certificate on the displaying means.
11. The method as claimed in claim 10 wherein said inputting, fetching and displaying steps runs if authorized person is valid user.
12. The method as claimed in claim 10 further comprises addition of data in to the databases using said database modifying means.
