Abstract: The embodiments disclosed herein relate to a method and system for e-governance mechanism as disclosed in the embodiments herein. The system facilitates direct communication between government and citizens of a country. The system enrolls eligible citizens (beneficiaries) of a country for the e-governance service. The beneficiaries can interact with government people through audio/video conference. Further the system maintains a plurality of databases related to beneficiary information banking information unique identification number service related information and so on. The beneficiaries can access and subscribe to the services through service outlets or through personal communication devices. Further a virtual banking service is provided as a part of the e-governance mechanism using which the government or associated agencies can transfer cash benefits to the beneficiaries directly. The beneficiaries can either withdraw the money or else can avail services for the credited money from suitable service providers. FIG. 3

TECHNICAL FIELD
[001]The embodiments herein relate to e-governance and more particularly to a method and system for facilitating direct communication between the government and citizens of a country.
BACKGROUND
[002]Interactions between government and citizens especially service delivery related interactions are considered to be time consuming process. Lengthy procedures inefficiency of certain employees and so on are considered to be the main reasons. As a result of this services offered by the government to the citizens of the country may not be delivered to the public efficiently. Further the funds allocated to a citizen or a group of citizens by the government has to pass through many government entities to reach the eligible citizen(s). This is again time consuming. Another issue is that corrupt employees may steal the money allocated to the public as a result of which the money may not reach the eligible people. In another case it may happen that the money that is to be reached to the government from the citizens may not reach in time or may not reach at all due to similar reasons. This affects transparency of the ruling and also affects the progress of the country adversely.
[003]E-governance mechanisms upto some extent have succeeded in bringing transparency to the governing process. E-governance implies technology driven governance. E-governance is a mechanism by virtue of which government can deliver services to the public directly. E-governance further facilitates exchange of information communication transactions monetary transactions goods and service transactions integration of various stand-one systems and so on between the government citizens and businesses. Due to e-governance the interaction between various government entities and the citizens become convenient efficient and transparent in nature.
[004]An existing e-governance system provides the users with a unique identification number. Further the e-governance service is provided to the users using the unique identification number. But a disadvantage of this system is that it does not provide the users any user friendly method for accessing the offered services. Another disadvantage of this method is that it does not provide any convenient way for transfer of funds between government and citizen. Further the existing system does not provide any efficient way to facilitate communication between citizen and various government entities.
Another existing system discloses means for transaction of subsidized goods using an identity medium. This system discloses a process of providing each user an identity card by the government. Customer related informations such as name address biometric information and so on are stored in the identity card. Using the informations stored in the card a subsidy and payment system determines whether subsidy is to be provided to the user or not for the purchases done by the user. The disadvantage of this method is that it does not provide any convenient way for availing services to the user. Further the system does not disclose any method for transfer of funds from the government to the people. Further similar causes may also affect transaction of funds from people to the government such as payment for consumption of services rendered by government.
SUMMARY
[005]In view of the foregoing an embodiment herein provides a method for facilitating communication between an organization and a service beneficiary. The method provides a list of available services to the service beneficiary using a user device. Further the method receives a service request from the service beneficiary through the user device. Upon receiving the service request the method provides the requested service to the service beneficiary using a virtual bank account and a virtual desktop connected to the service beneficiary.
[006]Also disclosed herein is a system for facilitating communication between an organization and a service beneficiary. The system provides a list of available services to the service beneficiary using a user device. Further the system receives a service request from the service beneficiary through the user device. Upon receiving the service request the system provides the requested service to the service beneficiary using a virtual bank account and a virtual desktop connected to the service beneficiary.

The examples used herein are intended merely to facilitate an understanding of ways in which the embodiments herein may be practiced and to further enable those of skill in the art to practice the embodiments herein. Accordingly the examples should not be construed as limiting the scope of the embodiments herein.
[0016] The embodiments herein disclose an e-governance mechanism by facilitating direct communication between government and citizens of a country. Referring now to the drawings and more particularly to FIGS. 1 through 6 where similar reference characters denote corresponding features consistently throughout the figures there are shown embodiments.
[0017]FIG. 1a and FIG. 1b illustrates functional block diagram and technical block diagram of the proposed e-governance system as disclosed in the embodiments herein. The functional system comprises service provider 101 platform provider 102 service outlet 103 and service beneficiary 104. Further the technical system comprises service provider server/infrastructure 105 e-governance server/infrastructure 106 service outlet user device/machine 107 and service beneficiary user device/ machine 108.
[0018]The service provider 101 may be a legal entity setup working under the government of the country or offering services where the system is being implemented. Each service provider 101 may provide different services. Further each service provider 101 comprises a dedicated service provider server/infrastructure105. The capabilities of each of the service provider server/infrastructure 105 are aligned towards the platform capabilities by the platform provider 102. This may further insure that the citizens/ the users can effectively use the services of the service provider 101 along with certain standards such as the required agreements of service levels cost sharing and so on. In one embodiment the service provider 101 can insure uniformity and standardization across the board by following the set standards. Example of service provider 101 may be an integrated banking entity or a consortium of nationalized banks that provides offers money account to the customers through the platform.
[0019]The platform provider 102 enables and runs platform for the service provider 103 to offer corresponding service and for the service beneficiary 105 to avail the services offered by the service provider 103. Further the platform provider 102 may be a unit or an agency that is managed by the government of the country where the system is being implemented.
[0020]The service outlets 103 are the premises that comprise required resources such as people technology processes equipments and so on that are required to connect to the service platform so as to avail services to the service beneficiary 104. The service outlets 103 may be pre-qualified and enabled by the platform provider 102 and the service provider 101. Examples of service outlets 103 may be post offices faceless kiosks state or central government offices and so on. The service outlets 103 may comprise certain dedicated service outlet user devices/machines 107 such as laptop mobile devices desktop tablets smart TV and so on that help the user to access various services offered by the e-governance system. Further the service outlet user device/machine 107 may comprise integrated components such as touch screen audio/video devices biometric reader/scanner USB port memory module network/communication devices that facilitate data transfer from and to the main server/gateway operating system for controlling and managing device drivers of the machine and so on in order to facilitate communication between service beneficiaries 104 and the e-governance system 100.
[0021]The service beneficiary 104 may be any citizen of the country where the e-governance system is being implemented. In one embodiment the service beneficiary 104 may be required to have rights guaranteed by the government of the country where the e-governance system is being implemented for receiving and claiming the services from the approved service providers 101 through the e-governance facility. Examples of services that may be received by the service beneficiary 104 may be postal saving schemes offered by postal service providers centralized medical history storage offered by health ministry centralized tax payment services offered by the IT department and so on. Further each of the service beneficiaries 104 may be also provided with a virtual bank account. In one embodiment the government may use the virtual bank account mechanism for directly transferring the funds allotted by government to the intended service beneficiary 104. In another embodiment the service beneficiary 104 may use the virtual bank account for making payments to the government for utilizing services availed by the government. For example the service beneficiary 104 can make payments such as bill on purchase of goods from civil supplies department ticket cost for using public transportation fees for availing education from public schools and so on to the government Further the service beneficiary 104 may also be able to perform actions such as accessing history of transactions checking available balance obtaining account statements and so on. Further the service beneficiary may use a user device/machine 108 in order to communicate with the e-governance system and avail the services offered by the government. The service beneficiary user device/machine 108 may be laptop mobile devices desktop tablets smart TV and so on that may further comprise components such as touch screen audio/video devices biometric reader/scanner USB port memory module network/communication devices that facilitate data transfer from and to the main server/gateway operating system for controlling and managing device drivers of the machine and so on in order to facilitate communication between service beneficiaries 104 and the e-governance system 100.
[0022]Further the e-governance server 106 facilitates communication between the service beneficiaries 104 the service providers 101 the service outlets 103 the help line system and the government. The e-governance server 106 further offers virtual banking facility for the service beneficiaries 104. In one embodiment the virtual banking system may help the government to transfer funds directly to the intended people without the help of any intermediate individuals or organizations. In another embodiment the virtual banking mechanism may also help the service beneficiary 104 for making payments to the government for utilizing services availed by the government. For example the service beneficiary 104 can make payments such as bill on purchase of goods from civil supplies department ticket cost for using public transportation fees for availing education from public schools and so on to the government The e-governance server 106 further facilitates interaction between various entities such as service beneficiaries 104 service providers 101 service outlets 103 helpline system and the government. In an embodiment the interaction between the various entities may be through an audio conference video conference text information exchange software or by using any such suitable means. The e-governance system may further help to trigger a service on demand facility. In an embodiment the service on demand facility may be used for triggering alerts such as police fire traffic ambulance and so on. The proposed e-governance system may also support applications such as desktop sharing on demand recording and monitoring activities/transactions on demand and so on.
[0023]The functional diagram depicts interaction of a service beneficiary 104 with the service provider for obtaining a particular service. Further in order to contact the service provider 101 the service beneficiary 104 has to contact the platform provider 102 first. In a preferred embodiment each service provider 101 can onboard its service with the platform provider 102. Further the platform provider 102 may provide a list of available services to the service beneficiary 104. The service beneficiary 104 can then select at least one service from the available list of services displayed to the service beneficiary 104 using a virtual desktop. The service beneficiary 104 can contact the platform provider 102 either directly or through the service outlet 103. If the service beneficiary 104 is contacting the platform provider 102 directly he/she can access the system by using a personal device such as mobile phone laptop desktop PDA and so on that comprise means for communication with the e-governance network for authentication and service availing purposes. The service outlet 103 may comprise a dedicated system/device that facilitates communication between service beneficiary 104 and the e-governance system 100.
[0024]Further the technical diagram depicts internal communication of the e-governance system. Each and every communication between the service beneficiary user device/machine 108 and the service provider server/infrastructure 105 happens through the e-governance server/infrastructure 106. A service beneficiary 104 can access the services of e-governance server/infrastructure 106 either using user device/machine 108 directly or by using service outlet user device/machine 107 that is located in the service outlet 103. The user device/machine 108 may be owned or may be rented by the service beneficiary 104.
[0025]FIG. 2 illustrates a block diagram which shows various components of the proposed e-governance server as disclosed in the embodiments herein. The server comprises of a routing module 201 a memory module 202 audio/video conferencing module 203 a service on demand module 204 an authentication module 205 controller module 206 virtual banking module 207 virtual desktop module 208 helpline module 209 trigger module 210 work flow module 211 and central rules and process module 212. The routing module 201 forwards data packets between various entities of the e-governance system. By forwarding the data packets between various system entities the routing module 201 facilitates communication between various system entities such as the platform provider 102 the service provider 101 the service outlet 103 the service beneficiary 104 and the server itself. The controller module 206 may analyze the received data packets to identify destination and may accordingly instruct the routing module 201 to route the data flow. Further the memory module 202 may comprise user data such as user identification number specific to each user. In a preferred embodiment other user specific data such as user name address virtual banking information service related information and so on may be stored in a database or registry available with the government such as UIDAI and/or National Population Registry in order to ensure maximum data security. In another embodiment the user identification number may be used as an input to fetch user specific information from the government regulated database/registry. Further the virtual banking information may comprise data such as account number balance transaction details and so on corresponding to each user account. In a preferred embodiment the user identification number is used as the account number. The service related information may comprise data related to services provided to each of the users by the system.
[0026]Further the audio/video conference module 203 may help to facilitate conference between the service beneficiaries 104 the service providers 101 the service outlets 103 the helpline system the government and so on. The conference may be by using audio conferencing video conferencing or any such means.
[0027]Further the service on demand module 204 helps to trigger certain services for the service beneficiaries 104 to use. The services offered by the service on demand module 204 may be alerts such as police fire traffic ambulance and so on. The service beneficiary 104 may be able to trigger the service(s) offered by the service on demand module 204 by selecting an appropriate icon/menu in the virtual desktop from the user end.
[0028]Further the authentication module 205 is used to authenticate a service beneficiary. In an embodiment the authentication module 205 may use a biometric mechanism or a password based mechanism or any such mechanism to authenticate the service beneficiary 104. The authentication module 205 may receive the biometric and/or password related information from the service beneficiary 104 using suitable input means that may be located at the user end device/machine.
[0029]The controller module 206 may control and coordinate flow of data between various components of the e-governance server and other entities of the e-governance system. Further the controller module 206 may identify the data flow in the system and may accordingly instruct the routing module 201 to route the data packets to the appropriate destination.
[0030]The virtual banking module 207 may control and coordinate various processes and activities related to the virtual banking service. The virtual banking module 207 may store informations such as service beneficiary login information service beneficiary account informations such as account number available balance transaction record and so on in the databases present in the memory module 202. Further the virtual banking module 207 may provide means for service beneficiary account verification. In one embodiment the service beneficiary account verification may be done before transferring money to the service beneficiary account and also while availing service to the service beneficiary 104 using the virtual banking account.
[0031]A virtual desktop which comprise user interfaces to various services offered by the e-governance system is initially created/prepared in the virtual desktop module 208. Further the virtual desktop is passed from the virtual desktop module 208 to the user end device. By doing so the user device will display screen of the virtual desktop that may be located in the cloud/server. The user end device may be a service outlet user device/machine 107 or a service beneficiary user device/machine 108 using which the service beneficiary 104 is trying to access the e-governance network. Further using the virtual desktop that is loaded to the service beneficiary device/ machine the service beneficiary 104 can communicate with the e-governance system 100.
[0032]The helpline module 209 and the trigger module 210 may act in conjunction with the service on demand module 204 to provide certain services on demand for the service beneficiary. The help line module 209 may receive request for a particular service from the service beneficiary and may trigger the requested service using the trigger module 210. For example if a service beneficiary 104 wants to request for a police service the helpline module 209 receives a user request for the police service and may process the received user request to identify the requested service. Further for the requested service the helpline module 209 may trigger a service request with necessary details to a concerned destination such as a police control room. In one embodiment the helpline module 209 may provide a desktop sharing session to help the users who are not comfortable in using the machines/screen navigation. For example by using the desktop sharing an authorized person may be able to navigate the user to access required services. In a preferred embodiment the service provider 101 may possess user device tracking information of the service beneficiary 104. Further the user device tracking information may be used by the help line module 209 for efficiently tracking exact location of the user device and deliver the services to the service beneficiary.
[0033]The work flow module 211 may control and coordinate the flow of data between various network modules. In one embodiment the work flow module 211 may be configured by the platform provider 102 by receiving input from the service provider 101 and/or the government. For example when a new government scheme is introduced and the bill is passed the system trigger appropriate service provider 101 to list out the beneficiaries of the newly introduced scheme. Further for the listed service beneficiaries 104 the platform provider 102 links a government virtual account and beneficiary virtual account. Once the link is configured between the government virtual account and the service beneficiary virtual account the same is sent for approval from concerned authority. The concerned authority may be a government approved agency or person. Once the link configuration is approved by the concerned authority the virtual banking module 207 transfers money as per the link configuration. In one embodiment the service beneficiary 104 may be alerted as an acknowledgement for the money transfer using suitable means. For example the service beneficiary 104 may be alerted by sending a message in a suitable format such as text audio and so on.
[0034]Further the central rules and process module 212 comprises certain protocols that govern flow of data between various modules of the network as well as between the e-governance network and users. Further the central rules and process module 212 creates rules and process for each component of the e-governance server/infrastructure 106. Further if any rule is violated work flow or dataflow may brake and the same is reported to a concerned person or authority from the government and/or service provider side. Further the concerned person may check for failure and may take necessary action to rectify the issue. The system may also measure impact of the failure on the system. If the failure impact is less the system may notify messages to the end user/service beneficiary 104. If the impact of failure is more on the system i.e. on the government and the service provider 101 the system may notify the government and the service provider 101 to take necessary actions. The platform provider 102 may prepare and provide necessary evidence regarding the failure to the government and the service provider 101.
[0035]FIG. 3 illustrates a flow diagram which shows various steps involved in the process of availing service to a user through an e-governance mechanism as disclosed in the embodiments herein. Initially the e-governance server 106 receives (301) login information from the service beneficiary 104. In an embodiment the service beneficiary 104 may enter the login information either from a service outlet 103 or by using personal device such as mobile device PDA computer and so on that is capable of receiving and sending the login information from the service beneficiary 104. The login information may be biometric information or password that is registered to the database present in the e-governance server 106. Further the login information received from the service beneficiary 104 is passed (302) to a dedicated module for authentication. After receiving the login information from the service beneficiary 104 the authentication module 205 in the e-governance server 101 checks (303) whether the service beneficiary 105 is authorized or not based on the received login information. If the service beneficiary is found to be unauthorized for that service beneficiary 105 the system denies (304) access. Further the system may also display a message requesting the service beneficiary 104 to enroll with the nearest unique identity authority service centre and try again. In case of authentication failure the service beneficiary 104 may either be shown a message indicating authentication failure or may not receive any response from the system. In such cases the service beneficiary 104 may be permitted to reattempt to login by providing login information again. If the service beneficiary 104 is found to be authorized to access the e-governance based services the e-governance server 106 creates a virtual desktop in the e-governance server 106 and loads (305) the created virtual desktop into a cloud infrastructure. Further the virtual desktop is transferred (306) to the service beneficiary end. By transferring the virtual desktop from the cloud infrastructure to the service beneficiary end the system displays the virtual desktop screen in the service beneficiary user device 108 or in the service outlet user device/machine 107. In an embodiment the virtual desktop may be loaded to a dedicated embedded system at the service outlets 103 or to the personal user devices such as mobile computer PDA and so on. Further the virtual desktop screen may be rendered and displayed in a client software which is located in the service beneficiary user device/machine 108 or the service outlet user device/machine 107. By passing the virtual desktop to the service beneficiary end the service beneficiary 104 can view the services being offered to him/her through the e-governance system. In one embodiment more services may be added to the e-governance system by adding new service providers 101 to the network. In another embodiment existing services in an e-governance system may be removed or modified on receiving request from government or service provider 101 or both. Further the service beneficiary 104 can select a desired service from the available list of services. Further the service beneficiary selection is received (307) by the e-governance server 106. Further the routing module 201 present in the e-governance server 106 identifies the service provider 101 suitable to the received service request and routes (308) the user request to the identified service provider 101. The service provider 101 may provide free/voluntary and/or paid services to the service beneficiary 104. If the service beneficiary 104 requests for a free service the service provider 101 provides the requested service to the service beneficiary 104. Further if the service beneficiary 104 requests for a paid service the service provider 101 may check and verify if the service beneficiary account has sufficient balance to pay for the requested service. If the service beneficiary 104 has enough balance in his/her account the service provider 101 provides (309) the requested service to the service beneficiary 104 and deducts money from the service beneficiary account. In an embodiment the process may guide the service beneficiary 104 through an online payment gateway for the payment purpose where the service beneficiary 104 may be prompted to provide login information corresponding to the virtual bank account owned by him/her. In one embodiment the login information corresponding to the virtual bank account of a user may be the user identification number of that particular user.
[0036]In one embodiment the service beneficiary 104 may be able to deposit and withdraw money to and from the virtual bank account manually. The service beneficiary 104 may be able to deposit money into his/her virtual bank account by visiting a nearest bank branch . Further the service beneficiary 104 may be able to withdraw money from his/her virtual bank account by visiting a nearest local bank branch appointed merchants Business Correspondents and so on approved by the government. In a preferred embodiment the service beneficiary 104 may be able to perform transaction using the virtual banking mechanism with local banks appointed merchants business correspondents (BC) and so on who are approved by the government.

A service beneficiary 104 of the e-governance system gets a virtual bank account as a part of the service. The virtual bank account may be either automatically enabled and provided to the service beneficiary 104 at the time of registration to the e-governance system or else may be activated and provided to the service beneficiary 104 on request. In an embodiment the virtual banking system may help the government and public agencies to transfer cash benefits to the intended service beneficiaries 104 directly. Before transferring money to the beneficiary account the Business Correspondents (BC) or any such authorized person or organization verifies (401) service beneficiary data such as account information and user data as per eligibility norms laid by the government. After verifying the service beneficiary related information the cash benefits are credited (402) to corresponding virtual account. Further the system sends (403) acknowledgement to the service beneficiaries for whom the cash benefits have been sent. The acknowledgement may be in the form of SMS confirmation receipt notification message in virtual desktop and so on. Further the beneficiaries can access their money through local banks appointed merchants Business Correspondents and so on approved by the government. The various actions in method 400 may be performed in the order presented in a different order or simultaneously. Further in some embodiments some actions listed in FIG. 4 may be omitted.
[0039]FIG. 5 illustrates a flow diagram which shows various steps involved in the process of availing services to the service beneficiary using virtual banking mechanism as disclosed in the embodiments herein. The first step involved in the process of availing virtual bank related services to the service beneficiary 104 is to verify (501) the service beneficiary data. The service beneficiary data to be verified may comprise service beneficiary name virtual bank account number account balance login information such as service beneficiary biometric information and so on. Once the service beneficiary data is verified the service provider 101 corresponding to the requested service provides (502) service to the service beneficiary. Further the service provider debits (503) money from the service beneficiary’s virtual bank account. Further the service beneficiary may send (504) acknowledgement to the service beneficiary 104. The service beneficiary 104 may receive acknowledgement for the service delivered as well as for the debit of money from the virtual bank account. [0040]FIG. 6 illustrates various steps involved in the process of availing helpline services to the service beneficiaries as disclosed in the embodiments herein. A service beneficiary 104 can request (601) a particular helpline service request by selecting the required service using user device. The user device may be a service beneficiary user device/machine 108 or a service outlet user device/machine 107. Once the service beneficiary 104 selects a particular service using the user device the helpline module 209 present in the e-governance server 106 receives the service beneficiary selection and processes the received selection to identify the requested service. Further the service on demand module 204 identifies the service provider 101 suitable for the requested service. Further the helpline module 209 triggers (602) a service request using the trigger module 210 to the identified service provider 101 in order to receive requested service. In one embodiment the service provider 101 suitable for the requested service may be identified by the help line module 204 either manually or automatically and the router module 201 may route the service request to the identified service provider 101. Further the requested service is delivered (603) to the service beneficiary. In one embodiment the system may facilitate a communication between the service beneficiary 104 and the identified service provider 101 through any means such as audio/video/text communication virtual desktop sharing and so on. The various actions in method 600 may be performed in the order presented in a different order or simultaneously. Further in some embodiments some actions listed in FIG. 6 may be omitted.

[0043]The embodiment disclosed herein specifies a system for e-governance. The mechanism allows direct communication between government and citizens of a country providing a system thereof. Therefore it is understood that the scope of the protection is extended to such a program and in addition to a computer readable means having a message therein such computer readable storage means contain program code means for implementation of one or more steps of the method when the program runs on a server or mobile device or any suitable programmable device. The method is implemented in a preferred embodiment through or together with a software program written in e.g. Very high speed integrated circuit Hardware Description Language (VHDL) another programming language or implemented by one or more VHDL or several software modules being executed on at least one hardware device. The hardware device can be any kind of device which can be programmed including e.g. any kind of computer like a server or a personal computer or the like or any combination thereof e.g. one processor and two FPGAs. The device may also include means which could be e.g. hardware means like e.g. an ASIC or a combination of hardware and software means e.g. an ASIC and an FPGA or at least one microprocessor and at least one memory with software modules located therein. Thus the means are at least one hardware means and/or at least one software means. The method embodiments described herein could be implemented in pure hardware or partly in hardware and partly in software. The device may also include only software means. Alternatively the invention may be implemented on different hardware devices e.g. using a plurality of CPUs.

CLAIMS
We Claim
1. A method for facilitating communication between an organization and a service beneficiary said method comprising:
Providing a list of available services to said service beneficiary using at least one of a user device;
Receiving a service request from said service beneficiary using said user device; and
Providing the service to said service beneficiary via said user device using a virtual bank account connected to the service beneficiary.
2. The method as claimed in claim 1 wherein said user device is located with said service beneficiary.
3. The method as claimed in claim 1 wherein said user device is located in a service outlet.
4. The method as claimed in claim 1 wherein said enrolling of said service beneficiary to said service further comprises:
Receiving a request from said service beneficiary for enrolling in said service by said user device;
Sending said request to a platform by said user device;
Performing background verification of said service beneficiary by said platform; and
Registering said service beneficiary to said service by said user device on said platform verifying said service beneficiary.
5. The method as claimed in claim 4 wherein said platform uses a government authorized ID of said service beneficiary for enrolling in said service.
6. The method as claimed in claim 1 wherein said using of said virtual bank account further comprises:
Receiving said virtual bank account details of said service beneficiary by said user device;
Sending said received virtual bank account details of said service beneficiary to a platform by said user device;
Verifying if said virtual bank account has enough balance to pay for said requested service by said platform; and
Debiting money from said virtual bank account by said user device.
7. The method as claimed in claim 1 wherein said method of using said virtual bank account further comprises:
Receiving said virtual bank account details of said service beneficiary by said user device;
Sending said received virtual bank account details of said service beneficiary to a platform by said user device;
Verifying said received virtual bank accounts of said service beneficiary by said platform; and
Crediting money to said virtual bank account by said platform.
7. A system for facilitating communication between an organization and a service beneficiary said system provided with at least one means configured for
providing a list of available services to said service beneficiary using at least one of a user device;
receiving a service request from said service beneficiary using said user device;and
providing the service to said service beneficiary via said user device using a virtual bank account and virtual desktop connected to said service beneficiary.
8. The system as claimed in claim 8 wherein said user device is located with said service beneficiary.
9. The system as claimed in claim 8 wherein said user device is located in a service outlet.
10. The system as claimed in claim 8 wherein said system is configured for enrolling said service beneficiary to said service by:
receiving a request from said service beneficiary for enrolling in said service by using said user device;
sending said request to a platform using said user device;
performing background verification of said service beneficiary using said platform; and
registering said service beneficiary to said service using said user device on said platform verifying said service beneficiary.
11. The system as claimed in claim 11 wherein said system is configured for enrolling said service beneficiary to said service by using a government authorized user identification number of said service beneficiary.
12. The system as claimed in claim 8 wherein said system is configured for using said virtual bank account by:
receiving said virtual bank account details of said service beneficiary using said user device;
sending said received virtual bank account details of said service beneficiary to a platform using said user device;
verifying if said virtual bank account has enough balance to pay for said requested service using said platform; and
debiting money from said virtual bank account using said user device.
13. The system as claimed in claim 8 wherein said system is configured for using said virtual bank account by:
receiving said virtual bank account details of said service beneficiary using said user device;
sending said received virtual bank account details of said service beneficiary to a platform using said user device;
verifying if said virtual bank account has enough balance to pay for said requested service using said platform; and
crediting money from said virtual bank account using said user device.

ABSTRACT
The embodiments disclosed herein relate to a method and system for e-governance mechanism as disclosed in the embodiments herein. The system facilitates direct communication between government and citizens of a country. The system enrolls eligible citizens (beneficiaries) of a country for the e-governance service. The beneficiaries can interact with government people through audio/video conference. Further the system maintains a plurality of databases related to beneficiary information banking information unique identification number service related information and so on. The beneficiaries can access and subscribe to the services through service outlets or through personal communication devices. Further a virtual banking service is provided as a part of the e-governance mechanism using which the government or associated agencies can transfer cash benefits to the beneficiaries directly. The beneficiaries can either withdraw the money or else can avail services for the credited money from suitable service providers. FIG. 3
