Abstract: The present invention is a wireless communication system in which a radio frame including multiple sub-frames is exchanged between a base station and a terminal device by use of an orthogonal division multiple access method. The wireless communication system is characterized in that: the sub-frames are each formed of three or less OFDM symbols in a time direction and multiple sub-carriers in a frequency direction; and the base station is provided with a first multiplexing unit (101) which carries out resource allocation in units of resource blocks each formed of multiple sub-carriers so as to distribute the resource blocks in the frequency direction, thereby multiplexing, in a frequency region, downlink control information with respect to a first OFDM symbol position in each of the sub-frames, a second multiplexing unit (102) which carries out resource allocation in units of the resource blocks so as to distribute the resource blocks in the frequency direction, thereby multiplexing, in the frequency region, user information with respect to an OFDM symbol position other than the first OFDM symbol position in each of the sub-frames, and an insertion unit (103) that inserts guard times before and after the first OFDM symbol.
