Abstract: A video encoding apparatus (10), comprising, a setting unit configured to set a differential quantization parameter, wherein the differential quantization parameter is a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit, and to separate the differential quantization parameter into an absolute value of the differential quantization parameter and a sign value of the differential quantization parameter; an encoding unit (34) configured to separately encode in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter and to encode in the order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter in syntax of a bit stream. A video encoding apparatus (10), comprising: a setting unit configured to set a differential quantization parameter, wherein the differential quantization parameter is a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit, and to separate the differential quantization parameter into an absolute value of the differential quantization parameter and a sign value of the differential quantization parameter; an encoding unit (34) configured to separately encode in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter and to encode in the order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter in syntax of a bit stream.
2. The video encoding apparatus according to Claim 1, wherein the encoding unit is configured to perform binary arithmetic encoding on the absolute value of the differential quantization parameter and the sign value of the differential quantization parameter.
3. The video encoding apparatus according to Claim 2, wherein the differential quantization parameter is set for each of the coding units obtained by dividing a largest coding unit.
4. The video encoding apparatus according to Claim 1, wherein the encoding unit is configured to encode the absolute value of the differential quantization parameter and the positive and negative signs of the differential quantization parameter in a case where the differential quantization parameter is non-zero.
5. The video encoding apparatus according to Claim 4, further comprising: a determination unit configured to determine whether the differential quantization parameter is non-zero.
6. The video encoding apparatus according to Claim 5, wherein the determination unit is configured to determine whether the differential quantization parameter is non-zero by using a value indicating whether the differential quantization parameter is non-zero.
7. A video encoding method, comprising: a setting step of setting a differential quantization parameter, wherein the differential quantization parameter is a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit, and separating the differential quantization parameter into an absolute value of the differential quantization parameter and a sign value of the differential quantization parameter; an encoding step of separately encoding in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter and encoding in the order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter in syntax of a bit stream.
8. The video encoding method according to Claim 7, wherein the encoding step includes performing binary arithmetic encoding on the absolute value of the differential quantization parameter and the sign value of the differential quantization parameter.
9. The video encoding method according to Claim 8, wherein the differential quantization parameter is set for each of the coding units obtained by dividing a largest coding unit.
10. The video encoding method according to Claim 8, wherein the encoding step encodes the absolute value of the differential quantization parameter and the positive and negative signs of the differential quantization parameter in a case where the differential quantization parameter is non-zero.
11. The video encoding method according to Claim 10, further comprising: a determination step of determining whether the differential quantization parameter is non-zero.
12. The video encoding apparatus according to Claim 11, wherein the determination step determines whether the differential quantization parameter is non-zero by using a value indicating whether the differential quantization parameter is non-zero. 2. The video encoding apparatus according to Claim 1, wherein the encoding unit is configured to perform binary arithmetic encoding on the absolute value of the differential quantization parameter and the sign value of the differential quantization parameter.
3. The video encoding apparatus according to Claim 2, wherein the differential quantization parameter is set for each of the coding units obtained by dividing a largest coding unit.

The video encoding apparatus according to Claim 1, wherein the encoding unit is configured to encode the absolute value of the differential quantization parameter and the positive and negative signs of the differential quantization parameter in a case where the differential quantization parameter is non-zero.

a determination unit configured to determine whether the differential quantization parameter is non-zero.
6. The video encoding apparatus according to Claim 5, wherein the determination unit is configured to determine whether the differential quantization parameter is non-zero by using a value indicating whether the differential quantization parameter is non-zero.
7. A video encoding method, comprising:
a setting step of setting a differential quantization parameter, wherein the differential quantization parameter is a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit, and separating the differential quantization parameter into an absolute value of the differential quantization parameter and a sign value of the differential quantization parameter;
an encoding step of separately encoding in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter and encoding in the order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter in syntax of a bit stream.
8. The video encoding method according to Claim 7, wherein the encoding step includes performing binary arithmetic encoding on the absolute value of the differential quantization parameter and the sign value of the differential quantization parameter.
