Abstract: A video decoding apparatus (50), comprising, a decoding unit (58) configured to obtain an absolute value of a differential quantization parameter and a sign value of the differential quantization parameter from a bit stream, and to decode in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter, wherein the differential quantization parameter is a difference between a quantization parameter of a current coding unit and a predicted, quantization parameter of the current coding unit, and the bit stream is obtained by encoding in syntax in a manner of separating the differential quantization parameter into an absolute value and a sign value and setting as a parameter of the bit stream in an order from the absolute value of the differential quantization parameter to the sign value of the differential quantization parameter; and an inverse quantizing unit (60) configured to set the differential quantization parameter according to the absolute value of the differential quantization parameter and the sign value of the differential quantization parameter obtained by decoding with the decoding section and to inversely quantize quantized data obtained by decoding the bit stream by using the quantization parameter of the current coding unit obtained based on the set differential quantization 20 parameter. A video decoding apparatus (50) comprising:
a decoding unit (58) configured to obtain an absolute value and a sign from an encoded video signal (56) and decode the absolute value and the sign in order, wherein the order of decoding is, first, the absolute value and, then, the sign, the encoded video signal being generated by separating a difference quantization parameter as a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit into the absolute value of the difference quantization parameter and the sign indicating whether the difference quantization parameter is positive or negative, and by encoding the absolute value and the sign in order, wherein the absolute value of the difference quantization parameter is mapped to a binary string using unary codes, wherein the order of encoding is, first, the binary string of the absolute value and, then, the sign; and
an inverse quantization unit (60) configured to set the difference quantization parameter, using the absolute value and the sign decoded by the decoding unit, and to perform inverse quantization on quantized data obtained by decoding the encoded video signal, using the quantization parameter obtained by adding together the set difference quantization parameter and the predicted quantization parameter.

The decoding apparatus recited in claim 1, further comprising:
a determination unit configured to determine whether the difference quantization parameter is non-zero, using a value indicating whether the difference quantization parameter is non-zero, wherein if the determination unit determines that the difference quantization parameter is non-zero, the decoding unit obtains the absolute value of the difference quantization parameter and the sign indicating whether the difference quantization parameter is positive or negative, and decodes the absolute value and the sign.

The decoding apparatus recited in claim 2, wherein the decoding unit performs binary arithmetic decoding on the absolute value and the sign.

The decoding apparatus recited in claim 3, wherein the decoding unit obtains the absolute value and the sign from the encoded video signal and decodes the absolute value and the sign, the encoded video signal being generated as syntax in which the absolute value and the sign are written in order, wherein the order of coding is, first, the absolute value and, then, the sign.

A video decoding method comprising:
obtaining an absolute value and a sign from encoded video signal and decoding the absolute value and the sign in order, wherein the order of decoding is, first, the absolute value and, then, the sign, the encoded video signal being generated by separating a difference quantization parameter as a difference between a quantization parameter of a current coding unit and a predicted quantization parameter of the current coding unit into the absolute value of the difference quantization parameter and the sign indicating whether the difference quantization parameter is positive or negative, and by encoding the absolute value and the sign in order, wherein the absolute value of the difference quantization parameter is mapped to a binary string using unary codes, wherein the order of encoding is, first, the absolute value and, then, the sign; and
setting the difference quantization parameter, using the absolute value and the sign decoded by the decoding, and performing inverse quantization on quantized data obtained by decoding the encoded video signal, using the quantization parameter obtained by adding together the set difference quantization parameter and the predicted quantization parameter.

The decoding method recited in claim 5, further comprising:
determining whether the difference quantization parameter is non-zero, using a value indicating whether the difference quantization parameter is non-zero, wherein if the determining determines that the difference quantization parameter is non-zero, the decoding obtains the absolute value of the difference quantization parameter and the sign indicating whether the difference quantization parameter is positive or negative, and decodes the absolute value and the sign.
[Claim 7]
The decoding method recited in claim 6, wherein the decoding performs binary arithmetic decoding on the absolute value and the sign.
[Claim 8]
The decoding method recited in claim 7, wherein the decoding obtains the absolute value and the sign from the encoded video signal and decodes the absolute value and the sign, the encoded video signal being generated as syntax in which the absolute value and the sign are written in order, wherein the order of coding is, first, the absolute value and, then, the sign.
