Abstract: The present invention provides a coated and plated steel sheet or coated and plated steel strip comprising: a steel sheet or steel strip; a zinc-containing plating layer provided to one or both sides of the steel sheet or steel strip; a chemical conversion coating provided on the plating layer provided to one side of the steel sheet or steel strip, or on at least one of the plating layers provided to both sides of the steel sheet or steel strip; and a single layer or plurality of layers of a coating film provided on the chemical conversion coating. The single layer of coating film in contact with the chemical conversion coating, or the coating film from among the plurality of layers of coating film that is in contact with the chemical conversion coating, contains a concentration of 0.01-10.0% by mass relative to the solid content of the single layer of coating film in contact with the chemical conversion coating, or the coating film from among the plurality of layers of coating film that is in contact with the chemical conversion coating, of a cerium compound of which 0.10 g or more is able to dissolve in 100 g of water at room temperature.
