Abstract: A schedule policy determination unit (103) determines whether a delay is acceptable, the delay being estimated to occur when a group allocation method, which is used to allocate time slots for transmitting communication frames to a group of one or more communication frames having a common attribute as a unit, is applied to communication frames included in a communication stream. When the delay is acceptable, the schedule policy determination unit (103) determines to allocate the time slots to the communication frames included in the communication stream according to the group allocation method and when the delay is not acceptable, the schedule policy determination unit (103) determines to allocate the time slots to the communication frames included in the communication stream according to a frame allocation method, which is used to allocate time slots to the communication frame as a unit. A schedule calculation unit (104) performs calculation to allocate the time slots to the communication frames included in the communication stream according to the allocation method determined by the scheduling policy determination unit (103).
