Abstract: Provided is a communication system that achieves a reduction in delay time and the like at the time of mobility, the communication system including a base station to be applied to a fifth-generation wireless access system and a communication terminal that connects to the base station, wherein, in the case of changing a cell which is a connection destination of a communication terminal communicating via any one of a plurality of cells formed by the base station, the base station transmits setting information for measuring communication quality in the physical layer of the call, the communication terminal measures the communication quality in another cell different from the connected cell on the basis of the setting information received from the base station and transmits a measurement result to the base station, and the base station determines a cell for a new connection destination of the communication terminal on the basis of the measurement result.
