Abstract: The invention relates to a system (100) for declaring events relating to individuals for recording data relating to the events in a computerised register of births marriages and deaths and for producing certified official documents (50) which comprises: a declaration terminal (30) configured to transmit short messages to a server (10) and identification media (40) each with a unique identification code (41) and a unique non reproducible authenticating element (42) paired in a register of births marriages and deaths (11a) and a querying terminal station (12) for creating official documents (50) including a visual representation (42) of the authenticating element (42). Thus every civil status event is recorded and produces official documents while proving in time and space that the right has not been usurped or falsified.

Specification

The present invention relates to the production of certified acts concerning individuals in a population of people.

More particularly the invention relates to an apparatus and method for reporting an event related to an individual or individuals, to officially record this event without unity of place or time requirement with the statement, and to deliver certified documents relating on this event.

The invention finds particular application for the establishment and management in time and space of a civil registry of population and for the issuance of genuine civil status records.

STATE OF THE ART

Historically, and still today in some parts of the world, a person is identified within the population in which it lives by name, sometimes a name that was given to him at birth.

This customary method soon proved inadequate with the population increase, the mobility of people and structuring of peoples States. A state needs to fulfill its regulatory functions to know the people and it hosts the administrative situation of each individual of the population, particularly for the management of community needs, such as the development of infrastructure such as schools , transport, health facilities, such as providing services requiring medical personnel training, teachers, police officers. A state must also manage the rights of its citizens, such as the right to education, housing and various social benefits.

It has been established in most countries of the civil registers which record the births of people and acts considered administratively significant in the lives of people, such as: baptism, marriage, death ...

The civil registers have evolved into structures with technical developments but are still based on the initial declaration by a parent of a birth of a government administration or administrative authority competent to receive the declaration of birth and to register it.

In current systems, the birth certificate must be received by the competent authority following a formalism developed within a specified period, usually short, after birth, particularly in order to avoid fraudulent claims.

The difficulty of the current systems is particularly the dual demands of place and time to form the birth certificate and, consecutively, the difficulty or impossibility to perform the official registration in the civil registry.

In countries with modern infrastructure of communication and movement of people and a dense network of administrations can receive reports of births, statements pose exceptional problem.

However in many countries the infrastructure is not suitable, at least for part of the population.

Indeed some states have only limited administrative structure and dispersed over vast territories where live more or less isolated populations with no means of communication or movement adapted to make statements of birth administration competent.

To prevent unregistered births, sometimes called "ghost children" by some publications on the subject, it was implemented solutions to unite the competent administration of isolated populations. For example in Nigeria, a birth can be identified by a

short phone message (SMS) that triggers the movement of a judge or a clerk at the place of birth, judge or clerk receiving while in the presence of local authorities, the declaration of birth and conducting recording and issuance of birth certificate. It should be noted here that administratively, "alert" not worth "statement" and "statement" not worth "registration".

To these material difficulties often overlap of cultures and lifestyles little suited to managing paperwork and sometimes serious economic difficulties that push into the background the formal aspects of the issues of birth records.

In these conditions it is not uncommon in some parts of the world that births are not reported. The number of children under 5 years is estimated unreported by UNICEF 230 million.

People born and without being reported are then, in the country where they were born and live without legal existence and are the private time comes to access to such essential services such as education or health.

So there is a real need for people and States affected by these structural difficulties or cultural for effective ways to build the civil registers without their needing to deploy significant resources, particularly to control the chain of reporting, recording and issuing of authentic instruments to ensure its integrity.

DISCLOSURE OF INVENTION

The present invention is specifically designed to enable a simple declaration of birth accessible to all people with minimalist means and allows the administration of the State concerned to proceed without restraint unit in time and in the space, registrations and issuance of certified civil status documents, with a risk of very diminished by the implementation of fraud identification elements and unforgeable authentication in practice.

Thus, the system is up to the declaration of events relating to individuals or groups of individuals, recording in a computerized civil registry data relating to said events and said individuals or groups of individuals, the production of certified official documents. The system comprises a server, said server comprising a database of vital data of individuals in a population managed by said server, comprises at least one end station querying the database and document printing official from the data stored in the database.

The system further comprises at least one reporting terminal and at least one identification medium by event registered or to be registered in said registry office, and in the system:

-a) each identification medium comprises:

- at least one unique identification code;

- at least one authenticating unique and non-reproducible member;

- said at least one identification code and at least one digital representation of at least one authentication element being matched in a register of authentic identification carriers;

-b) at least one reporting terminal includes means for acquiring or identification codes on the identification medium, data transmitting means via a communication network with the server, and includes a software application:

- acquisition of the at least one identification code;

- data entry for an event related to an individual or group of individuals;

- preparation of a short message with the at least one unique identification code and the data entered for an event related to an individual or group of individuals to which the identification medium, featuring at least a unique identification code has been or is to be awarded;

- transmitting said short message to the server via the communication network;

-c) the at least one terminal station query includes a creative application of official documents wherein at least one visual representation of the at least one authentication element, at least one digital representation is matched to the at least a unique identifier in the register of authentic identification medium, an identification medium assigned to an individual or group of individuals, is inserted in an official document concerning the civil status of the individual or an individual of the respective group of individuals.

The system allows to transmit the necessary data to the creation or updating of civil status of an individual without imposed on the individual or relatives to move and fill out paperwork, also allows the administration in charge of vital records to register when administrative requirements are met and to produce official documents concerning the civil status of an individual with all the guarantees expected, these steps reporting, recording and producing official documents being thanks to the system of exempt unit time requirements and instead imposed following the declaration known methods ..

Data entry is simplified and preferably performed at the time of the event by an authorized person attending the event, which combines the Event statement an identification medium assigned to the individual concerned by the event without a third party to use another identification medium fraudulently with the same identification code for later obtain official documents due to the authenticator unique and unrepeatable element which is previously known by the server database.

An office of a local government, more or less close to the event location, easily delivers to the individual, or parents in the case of a birth, an official document, such as in deed extract birth, for which the legitimacy to get the document is certified by the carrier identification support the authenticator element which an image is reproduced on the official document created.

In one embodiment, the at least one portable terminal communicates implemented by the terminal segment of a terrestrial wireless telephone network or satellite.

It is thus uses resources available in most countries and for transmitting a low volume of data corresponding to the short message, such as SMS, even in the most remote locations.

In one embodiment, the at least one portable terminal is a PC-phone which has the advantage to combine in a common physical unit and inexpensive today, all the features that with support of identification are necessary and sufficient for the authorized person who will be responsible for entering information about the event and the transmission of such data. Such a terminal is also simple enough to use to be used by a non-specialist person with minimal training.

In one embodiment of the device, the at least one portable terminal incorporates a receiver geolocation satellites to determine its geographical position. Thus by providing the portable terminal geolocation precise location can be saved when entering information on the event, for example when the optical reading of the identification code of the support given to the individual or group self. This location data that corresponds in practice instead of the event to verify, confirm or identify the location of the event if it was not entered correctly or simply if n ' is not identifiable by a known place name cards.

In one embodiment, the at least one and not reproducible authenticator element is chosen from the markers, the formation of an observable structure results from a chaotic process, controllable visually and / or electronically, e.g. markers comprising bubbles trapped in a polymeric matrix, e.g., colored fibers woven into the paper structure.

Such markers can be produced in large quantities whose uniqueness is physically guaranteed.

In one embodiment the at least one strap of the identification code is contained in at least one readable graphical representation with the optical reading means, for example in a graphical two-dimensional code (QR-Code).

It is thus possible not only to make an entry of the identification code by optical code reading but also the graphic two-dimensional code may contain other useful information such as logical addresses to send short messages to the server especially if it is not desired that the address of the server resides entirely in the portable terminal, or this is different on certain identification media for technical or administrative reasons, for example.

In one embodiment, the at least one identification code of the identification medium is contained in a searchable digital memory incorporated in the contactless identification carrier.

In this embodiment, the identification code is protected from damage that could make the code presented in visible form. In particular, if the identification medium has been partially or completely erased, it may be read by a reader adapted at any time including long after the declaration.

Advantageously, the at least one identification code is also represented by a string of readable alphanumeric characters on the bracelet. It is thus possible to directly read the code without any specific means, eg keyboard input when searching or editing a document of civil status.

In one embodiment, the identification carrier, at least when it is in the form of a strap, has a non-removable closure system in otherwise damaging said closure. It is thus avoided that the bracelet is reused without this reuse is detectable.

In one embodiment, the identification carrier has a recess filled with a liquid absorbing material and comprises a sealed shutter of said recess. It is thus possible to preserve a biological sample from the individual to whom is given the support, for example a drop of blood, which can later be used to check analysis that the media is still owned by its legitimate bearer.

In one embodiment, the reporting terminal comprises a device for capturing a biometric print. The imprint captured, transmitted with the data of the event, will also verify that the holder of the identification medium, such t the request of an official document, is its legitimate owner.

The invention also provides a reporting process events related to individuals or groups of individuals, data recording relating to the said events and said individuals or groups of individuals in a computerized civil registry, and production of certified official documents concerning the civil status of every individual in a population by the implementation of a system according to the invention device.

According to the method, at an event associated with an individual or a particular group of individuals:

- an identification carrier is assigned to said individual or at least one representative of said group of individuals;

- the at least one identification code of said identification medium is entered on the reporting terminal, either manually or by reading means of said reporting device;

- personal data relating to that individual or individuals of that group of individuals, and data relating to the event are entered by an operator on the said declaration terminal, then;

- a short message incorporating the at least one identification code and the personal data relating to the event is generated by the reporting terminal and then transmitted via the communications network to the server, and said data are stored in the database associated with the at least one identification code transmitted in the short message and the at least one digital representation of at least a mating element authenticating said at least one identification code in the register of media authentic identification, then;

- at least one document is produced by a terminal station (12) query on which document is incorporated, further of vital registry data declared during the relevant event, a visual representation (42 ') of the authenticating element with at least one digital representation of at least one authentication element (42) is paired with said at least one identification code assigned to the event in his statement, said document being declared official document (50 ) where the unique identification code (41, 41 a, 41 b) and the authenticating part (42) of the identification band are respectively in accordance with the identification code of the product paper and said visual representation (42 ') incorporated in said document.

There is thus achieved the declaration of an event affecting civil status of an individual or group of individuals, the registration of this event in the civil registry, and the creation of an official document civil certified, with no requirement for travel and no cost or difficulty for the individuals concerned, for example to parents at a birth.

In one embodiment, after receiving the short message, the server extracts the data and at least one identification code in it, checks the existence and availability of the identification code received in the register of authentic identification media and:

- if the identification code is known and available, the server creates a record of the event and copies the data received in the civil registration database, associated with the at least one code

identification and at least one digital representation of at least one authentication element (42) paired with said at least one identification code, then declare the corresponding identification code assigned;

- if the identification code is known and has been stated previously assigned, the server checks whether the received data are compatible with or events previously registered for said identification code and then:

- if said received data is consistent, the copy server temporarily, waiting for a validation step, the received data in the vital database, associated with the at least one identification code;

- if said received data is incompatible, rejects the registration request.

The registration data related to the event so related to an identification medium whose authenticity established creates a first level of certification and subsequently liaise with the production of certified official documents.

In one embodiment the server returns the reporting terminal receiving a correct message if the identification code is known and available in the database of authentic identification media, or if the received data are consistent with the earlier data associated with the assigned identification code, and otherwise returns to said portable terminal a reject message to the registration request to register vital.

The person who sent the data to the server is thus informed of a problem and it is avoided it may be thought that the event is registered in the civil register when he is not actually.

In one embodiment, the short message is encrypted by the reporting terminal before being transmitted, ensuring a level of security to the string of data transmitted.

In one embodiment, the geographic coordinates by a satellite location data receiver coupled to the return terminal are stored by said mobile terminal when entering the identification code or data about the event and are incorporated in the short message sent to the server.

It is thus no additional means when the declaration terminal incorporates as many of today's computers and computer-phones, a satellite location receiver to transmit accurate information of the location of the event.

In one embodiment, the said event is a birth and a biological sample from a newborn which is attached the identification medium, such as an identification bracelet is placed in a recess provided in said carrier identification.

In this way it is enabled by a subsequent analysis of the biological sample to verify that the identity of the bearer of the identification medium is the one in which information is recorded in the database.

In one embodiment, there shall be at least one capture one or more biometric templates of the individual to which is allocated the identification carrier. Recording these biometric fingerprint in the civil registry database then provides an additional guarantee the legitimacy of the wearer's identification medium which is associated, by its identification code and authentication element in the database data to say biometric fingerprint.

In order to overcome coverage limitations of wireless networks, structural or temporary, on failure of a transmission of the short message, the reporting terminal sends again said short message when it is detected that connection to the server is possible.

For the implementation of the process and the availability of suitable identification media, structurally consistent identification media to identification media necessary for the implementation of the process are, after production and before use, identified in a register of authentic identification carriers register wherein at least one identification code of an identification medium is matched with at least one digital representation of a member incorporated authenticating said identification bracelet.

An identification medium identified in the register of identification media, these attributes: ID and digital representation of the authenticator element is declared authentic and can be used as provided.

In one embodiment, data received by the server and copied into the temporary base vital data associated with the at least one identification code, are validated by an operator of a terminal station interrogation said presentation database identification medium carrying said at least one identification code if the at least one element carried by said authenticator identification carrier has the structure of attributes and elements authenticating if said authenticator element is according to at least one digital representation of said element authenticator matched in said database at least one identification code.

It is thus validated the data received on the event by a confirmation action on presentation of identification support, and carried a priori by the individual who received it during the event.

The method applies in particular to the data received by the server in a statement that is related to an event of: a birth; a wedding or similar; divorce or the like; a change in administrative status; a death.

In one embodiment in which the event is related to a group of people, data relating to the event, recorded in the vital statistics database associated with an identification code, are further associated, at least temporarily awaiting a step of authentication, or identification codes assigned to each of said persons in said group known database.

It can thus be assigned an identification medium to an event involving several individuals, said identification medium is then associated with the recording related to several people, or assigned identification media, necessarily unique and different in different individuals to occasion of the same event, while maintaining the authenticity provided by the link or identification media.

The invention also relates to an authenticity control method of a vital record edited according to the method of the invention, wherein at least one image of the authenticator element presented on said document is compared with the image of the digital representation of the authenticator, supposed to have been shown in said document, paired in the register to the associated identification code to said document, the authenticity of which must be controlled, said document being declared genuine if:

- the at least one printed image on said document matches the image of the digital representation of the authenticator in the register;

- all the data printed on the act correspond to the data in the database for the considered identification code;

the act being considered inauthentic if these conditions are not checked.

It is thus possible, for administration to a subject that is vital record as authentic, check by remote inquiry, from a terminal, the vital database that the submission is consistent at any point in the content of said database.

PRESENTATION DES FIGURES

The invention will be better understood from reading the following description and examining the accompanying figures. They are given for information in an application for registering births and in no way limit the invention. The figures show schematically:

-Figure 1 is a view of a device for birth registration in a civil registry and for issuing authentic instruments;

-Figure 2 is a view of an example of identification bracelet according to the invention to fix the wrist of a newborn with an enlarged view of the area having the identifiers and the authentication means, detail (a); an illustration of an example of authenticating element bubble type code, detail (b);

-Figure 3 is a schematic of the method by which it is created a registration of a rise in the register of civil status;

-Figures 4a to 4g: the screen displays examples of a terminal of the telephone-computer type different stages of the entry process and validation data required for registration of a birth in the register of the 'civil status ;

-Figure 5: an example of act authentic "extract of birth" resulting from recording a birth with the device and according to the method of the invention.

DETAILED DESCRIPTION OF AN EMBODIMENT

The invention is described according to a main embodiment in the example of births statement.

Figure 1 schematically shows the main physical components that are implemented by the system 100 of the invention for the reporting of events and management of records in a civil register and the production of official documents or certified acts.

The system 100 of Figure 1 comprises:

- A 10 of data server associated with a database 1 1;

- at least one terminal 30 statement, made to achieve the declaration of an event relating to an individual or group of individuals;

- a communication network 20 through which the at least one terminal 30 and return the server 10 can communicate;

- at least one terminal station 12 query the database and printing of official documents, such as an extract of birth certificate;

- at least one authentic strap 40a, corresponding to an embodiment of an identification medium, in practice a plurality of bracelets authentic depending on the number of events to be recorded. An authentic strap 40a is an identification bracelet 40, one embodiment will be described later which was referenced in the system 100.

The data server 10 shown in Figure 1 as a unit, is a conventional data processing system in the field of data servers and having the necessary applications for the creation of records in the database 1 1, their structuring , their backups, their readings ...

The data server 10 may also be formed from multiple computers or be dematerialized in the context of the fabric of a communication network using relationships remote computing resources.

The data server 10 is interconnected so that needs to other computing resources in particular with the terminal station 12 query the database and printing of official documents.

The data server 10 is also connected to a short message server, such as alphanumeric messages designated SMS, not shown in the figures, which it receives statements. The short message server is for example connected to the communication network 20. In another embodiment, the short message server 10 is integrated with the data server.

In practice the system has as many terminal stations as necessary to enable the production of official documents in all places and at all desired times.

Such architectures are now conventional and there are already computerized civil registers with a central database that can be queried by terminals from more or less remote administrative centers to print birth certificates by example.

These various known technical, or future, the server, which can take very different forms, will not be more detailed in this application.

In one embodiment, the communication network 20 comprises at least a terminal segment 21 of wireless communication, typically a cellular telephone wireless network of the GSM type as illustrated in Figure 1, or a satellite telecommunication network, corresponding technology to the terminal 30 statement, laptop in this case, which will be used for the transmission of data from said declaration terminal to the server 10.

In other embodiments, the terminal 30 return is connected to the network 20 by wire connections or local wireless links, for example infrared or radio.

The choice of a terminal form is in practice dictated by the connection capabilities to the network in the zone where the terminal is to operate. Advantageously, the terminal 30 of declaration is a type of computer equipment phone, PC or tablet computer. Advantageously, the terminal 30 statement, when traveling, comprises connection means different forms allowing it to connect to the network depending on local capacities in which it must operate.

The communications network 20 also includes as necessary an intermediate segment 22 adapted for conveying data from antenna 23 or other routing equipment connected to the at least one terminal segment 21 and through the short message server SMS, to the server 10. the intermediate segment 22 may comprise any type of known transmission means or future and combinations thereof, e.g. son connections, optical fibers, terrestrial radio, satellite radio.

As will be understood from the following description, requirements for communications network performance are 20 for the needs of the system 100 of the invention, particularly limited and within reach of almost all the existing telephone communications systems.

The terminal 30 statement, provided that the system has as many terminals as required, such as persons required to send data through such a terminal that would be assigned to each person consists in the example shown in a PC-phone also called "smartphone".

As mentioned above, the terminal 30 statement, however, can be any computing device communicating for example by wire or wireless via terminals or wireless via a telephone communication network of GSM or satellite type provided said terminal has the capacity to transmit short messages.

The terminal (30) designation also includes the ability to capture an accessible code on the identification bracelet 40, 40a.

Advantageously, the code is an optical code in a dimension (bar code) or two dimensions (Datamatrix or QR-Code) whose playback can be achieved by the implementation of a matrix image sensor such as that of a camera or other means of optical reading 31 integrated computers, phones and most modern personal computer equipment. In another embodiment not illustrated implementation single achievement or in combination with other forms, the code is a radio frequency code in the near field, generally referred NFC, integrated bracelet or other technology adapted to deliver a code of identification.

Finally the terminal 30 statement also includes a specific application system, ie specialized software that can be run on said terminal statement.

The application, whose main functions will be explained through an example of implementation of the system is defined to allow a person authorized to declare an event, such as a birth, a union, separation or death.

CLAIMS

- A system (100) for reporting of events related to individuals or groups of individuals, recording in a computerized civil registry data relating to said events and said individuals or groups of individuals, and producing official documents (50) certified, said comprising one (10) server system, said server comprising a data base (1 1) of vital data of individuals in a population managed by said server, comprising at least one terminal station (12) of querying the database (1 1) and printing of official documents from data stored in said database, characterized in that it comprises at least one terminal (30) declaration and at least one support ofidentification event registered or to be registered in said population register, and in which system:

-a) each identification medium comprises:

- at least an identification code (41, 41 a, 41 b) only;

- at least one authentication element (42) unique and non-reproducible;

- said at least one identification code and at least one digital representation of at least one authentication element being matched in a register (1 1 a) of authentic identification carriers;

-b) at least one terminal (30) comprises return means for acquiring the one or more identification codes on the identification medium, data transmitting means via a communication network (20) with the server (10), and comprises a software application:

- acquisition of the at least one identification code (41, 41a, 41b);

- data entry for an event related to an individual or group of individuals;

- preparation of a short message with the at least one unique identification code and the data entered for an event related to an individual or group of individuals to which the support

identification, comprising the at least one unique identification code has been or is to be assigned;

- transmitting said short message server (10) via the communication network (20);

-c) the at least one terminal station (12) comprises querying an application to creation of formal documents (50) wherein at least a visual representation (42 ') of the at least one authentication element (42), at least one digital representation is matched to the at least one unique identifier in the register (1 1 a) for supporting authentic identification, an identification carrier assigned to an individual or group of individuals, is inserted in an official document concerning the civil status of the individual or individual considered the group of individuals.

- System according to claim 1 wherein the at least one terminal (30) return is a portable terminal which communicates with a terminal segment (21) of a terrestrial wireless or satellite radio network.

- System according to claim 1 or claim 2 wherein the at least one terminal (30) of declaration is a personal computer-telephone.

- System according to one of the preceding claims wherein the at least one terminal (30) of declaration incorporates a geolocation satellite signal receiver for determining its geographical position.

- System according to one of the preceding claims wherein the at least authenticating element (42) unique and not reproducible is selected from markers, the formation of an observable structure results from a chaotic process, visually controllable and / or electronically, e.g., markers having bubbles

trapped in a polymeric matrix, e.g., colored fibers woven into the paper structure.

- System according to one of the preceding claims wherein the at least one identification code (41) of the identification medium is contained in at least one readable graphical representation with the optical reading means (31).

- System according to claim 6 wherein the at least one graphical representation (41b) of the identification code (41) readable by the optical reading means (31) is contained in a graphical two-dimensional code (QR -Code).

- System according to one of the preceding claims wherein the at least one identification code of the identification medium is contained in a searchable digital memory contactless incorporated into said identification medium.

- System according to one of the preceding claims wherein the at least one identification code (41) is represented by an alphanumeric string (41a) readable on the identification carrier.

- System according to one of the preceding claims wherein the identification medium is an identification bracelet (40) having a closure (43) can not be dismantled except by damaging said closure.

- System according to one of the preceding claims wherein the identification medium comprises a recess filled with a liquid absorbing material and comprises a sealed shutter of said recess.

- System according to one of the preceding claims wherein the terminal (30) comprises a return device for capturing a biometric print.

- Process (200) reporting of events related to individuals or groups of individuals, data recording relating to the said events and said individuals or groups of individuals in a computerized civil registry, and production official documents (50) certified on Vital any individual in a population by the implementation of a system (100) according to one of claims 1 to 12 wherein, during an event associated with an individual or a particular group of individuals:

- an identification carrier is assigned to said individual or at least one representative of said group of individuals;

- the at least one identification code (41, 41a, 41b) of said identification medium is entered on the terminal (30) return, manually or by reading means of said reporting device;

- personal data relating to that individual or individuals of that group of individuals, and data relating to the event are entered by an operator on the said declaration terminal, then;

- A method of checking the authenticity of a civil status (50) published by the method of one of claims 13 to 24, wherein at least one image (42 ') of the authenticator element shown in said act is compared with the image of the digital representation of the authenticator (42), assumed to have been shown in said document, paired in the register (1 1 a) to the associated identification code to said document, the authenticity must be controlled, the act being declared authentic if:

- the at least one image (42 ') shown on said document matches the image of the digital representation of the authenticator (42) in the register (1 1 a);

- all the data printed on the act correspond to the data in the database (1 1) for the considered identification code;

the act being considered inauthentic if these conditions are not checked.
