Abstract: This device for estimating an internal oxidation starting temperature estimates an internal oxidation starting temperature, which is the lowest temperature required to grow an internal oxidation layer at the surface of a hot-rolled steel sheet containing an easily oxidizable element including at least one of Si, Mn, and Al. This device for estimating an internal oxidation starting temperature is characterized by being provided with an internal oxidation starting temperature estimation unit for estimating an internal oxidation starting temperature on the basis of the concentration of Si, Mn, and Al contained in a hot-rolled steel sheet containing an easily oxidizable element.
