Abstract: The present invention comprises: a circle setting unit (12) that sets a reference circle (100) serving as a reference for scale arrangement; a scale position determination unit (13) that determines the positions of scales on the reference circle (100); a rectangle setting unit (14) that sets number display rectangles (200) having a size corresponding to the number of digits in a designated number indicating a value corresponding to a scale; a rectangle position determination unit (15) that uses a formula set on the basis of the size of the reference circle (100) and the size of the number display rectangles (200), and determines the arrangement positions of the number display rectangles (200) from the positions of the scales; and a number display unit (16) that displays a number in the number display rectangles (200), wherein the formula is determined such that, when a straight line, on a display screen, passing through the center of the reference circle (100) serves as an axis of symmetry, the number display rectangles (200), which are for displaying a designated number indicating a value corresponding to the scales arranged at positions that are symmetrical to each other, are at the same position when viewed in the direction of the axis of symmetry, and such that each number display rectangle (200) has an arrangement position inscribed in the reference circle (100).
