the manner in which is to be performed.

TECHNICAL FIELD OF THE INVENTION:
This invention relates to a system of vehicles which has a unique lock system that also help governments and road traffic authorities improve road safety and fight identity fraud. Fuel supply opens by using user driving license Ignition system is ON by using authorized driving license of that vehicle. This has a unique design with smart card reader linked with vehicles engine, vehicle data and user's data will be controlled smartly with this system. Mobility objective: why to carry a key? When you have a driving license. Microcontroller receives the signal as input (driving license) and verifies it with stored data. Incorrect attempts to operate the bike will alert user.
BACKGROUND OF THE INVENTION:
In most of the present days vehicles has an authenticate that is a key which will increase in
the thefts and hijackings of motor vehicles due to duplicity of key , The number of vehicles on the road has increased manifold during the last ten years with a corresponding increase in the number of drivers. To manage the issuance and tracking of driving Licence and penalties for traffic offences with such large number of drivers with a compounded growth year after year, an Integrated Solution with timely access to information, across all locations, is the need of the hour, inability for officer to check validity of the presented document when standing on the street in the traffic, Officer on the street has to deal with traffic or overall situation and does not have time, expertise and technical abilities to adjudicate and determine 100% sure if presented document is real, Extra communications or network infra structure is needed at the spot to verify that presented ID really exists and it is not expired, Insurance coverage information, Insurance coverage information also has the separate document, Driver driving records need to managed in digital format which will help drivers with its driving logs. Driver's licences are both a means of ensuring road safety and proving identity. Governments today are committed to providing their citizens and residents with secure and advanced driver's licenses. These must not only improve safety and combat growing identity fraud, provide access to different services, and adapt to new needs for digital identity management.
SUMMARY OF INVENTION:
This invention has a unique process that will revolutionize road as well as vehicle safety
worldwide; to ignite the vehicle we need a driving license. Cards are controlled in the Main Data Base (MDB) so they can be deactivated or deleted if lost or stolen, Every time when card is used anywhere digital log entry is created in the card and it shall be possible to see who handled the card in past, how much the drivers drive in kilometre with driving license, which was the last vehicle drive by the driver this data base is also maintain in the smart driving license. While driving two, three or four wheeler user should need separate driving licence to drive the vehicle according to the standard the driving licence will work, smart card instantly populates on-screen form and allows official to check it out. Security and integrity of the system is ensured by using advanced encryption techniques. This driving license has

efficient data storage and retrieval capability, on road Penalty collection and Penalty recording mechanism will be present.
PRIOR ART:
1. Vehicle has key lock patterns that are at a risk of hijacking of vehicles due to duplicity
of key
2. In a particular vehicle there is no record of data or logs that is driven by a particular driver.
3. Low degree of automation.
4. No centralized database for tracking fine collection.
5. On road penalty checking is not possible.
6. In present system Insurance coverage information also has the separate document that difficult to manage and keep all documents with us all the time.
7. Inability for officer to check validity of the presented document when standing on the street in the traffic, it is eminently impossible to check each driving license.
8. No Driver driving records are been managed in any format.
9. Present driving license has only 4kb data storage that is insufficient to store all data digitally.
10. Presently driver can't pay driving rule breaking penalty online.
11. Prior art consist of a system that driver can drive any vehicle with or without having rights to drive that system, driver can drive a four vehicle with two wheels license due to lack of inability for officer to check the license all the time.
12. On security check point officer need to manage the logs on paper of vehicles that has been audited.
13. Prior doesn't consist of any smart card reader as a system on/off gateway.
OBJECTIVE OF THE INVENTION:
1. Designs a system that will be are more securely authenticate then present system.
2. Design a system that will manage all driver logs digitally.
3. Design a system that has the insurance and driver license information in a single smart card.
4. Design a smart card that has the capability to store more data then present system.

5. Design a vehicle that will ignite after inserting driver licence.
6. Design a system in that driver can pay penalty online.
7. Design a driving system that has the centralized data network.
8. Design a system that will reduce the work load of the officer that is on road busy in handling traffic.
9. All Act and standards of driving in India will be followed with this invention.
10. It will help government to manage Records of all Indian drivers, data can be maintained digitally.
DETAIL DESCRIPTION OF THE INVENTION:
This system consist of card reader and micro controller, driving License contain data memory which has data such as user identity, location and phone number, network authorization data, personal security keys, license validity, which type of license (2 wheeler,4 wheeler etc) The vehicle consist of card reader as master key and license as slave key. Microcontroller is interfaced with card reader and controller as input device, Microcontroller also carries the information about the user which is defined by the authority. When Driving license is inserted in the reader, microcontroller reads the necessary information about the user if information matches with the information present in controller than it gives instruction to turn ON the ignition. If the information not matched with the controller then the controller will set down and cutoff the battery power temporary.
Dekart card reader is a full-featured smart card reader that works with any Dekart or third-party smart card authentication software. Once you insert a smart card in it (see our list of supported smart cards), it becomes a highly secure USB token for data security applications to actually extract information from the driving card. The circuit for a driving card reader is basically a hex converter. The circuit uses a CMOS hex inverter and other simple components it work and it can also communicate with a PC via serial port. As a smart card terminal to be used on the serial port just needs a clock generator and level shifting. The default data rate for smart cards (IS07816-3) is f_Clock/372. In this XTAL has 3.5712MHz data rate is 9600 Baud, which is one of the standard baud rates. Reset is controlled by one of the handshaking lines. Since the smart cards data line is bidirectional, all commands going to the card are also echoed back to the Microcontroller. This, however, can be handled by controller. However the terminal is not fully conform with IS07816-3, because the serial data frame format for the protocol used cards (called MT=0") uses a special error bit to signal parity error detection. This signal cannot be generated or handled by ordinary UARTs. I.e. transmission error handling would not work.

I CLAIM;
1. A vehicle has new locking patterns, authentication is through driving licence that will increase the safety and avoid duplication of key at a very strong end. Engine will ignite when the driving licence is been inserted.
2. Each activity of each driver such as kilometre, vehicle number, which vehicle is been pickup at last, vehicles name and who is driving the vehicles is logged and reports is been generated digitally.
3. Insurance details can be loaded into drivers or vehicle smart license card and changed upon regular payment made to insurance company.
4. On road driving penalty checking for breaking the rules is been possible with this system, also driver can pay online for driving and regulation breaking penalty.
5. This system uses smart card reader at vehicle side as a master key and driving licence as a slave key which is user side.
6. In this system all rules, regulation and standards for driving a vehicle is been followed. Without following the standards for driving, driver shouldn't able to start or ignite the vehicle. Driver has the licence with low standard and tried to drive a vehicle which is above the standard of driving then the vehicle will not start.
7. Driver with an invalid or false driving licence tried to start the vehicle, then system will set off an alarm will start, that notify the true user that someone is trying to steal or ignite the vehicle.
8. If licence is missed or stolen then driver can block the driving licence and generate a new one with new driving identification number.
