Abstract: The purpose of the present invention is to reduce the size of the public parameter and master private key and to shorten the time required for generation processing and encryption processing of the private key given to the user. Using a sparse matrix having at least one value other than 0 in each row and each column a key generator (100) generates a basis B and a basis B* that become the public parameter and the master private key. An encryption device (200) generates as the encrypted vector a vector which is in basis B and in which prescribed information is embedded and with a prescribed vector in basis B* as a key vector a decryption device (300) performs pairing calculations on the encrypted vector and the key vector and decrypts the encrypted vector.
