Abstract: A history extraction unit (12): obtains a fault code (050) from an elevator control device (500); extracts, from a fault history database (32), a plurality of fault records (32a) having the same fault code as the fault code (050); and generates frequency information (12a). A linking unit (13) obtains a fault response procedure (31a), having the same fault code as the fault code (050), from a fault response procedure database (31) in which fault response procedures (31a) have been recorded, and links the number of records associated with a cause in the frequency information (12a) to the process causes, from among the process causes included in the fault response procedure (31a), that have the same cause as that in the frequency information (12a). On the basis of the number of records linked to the process cause, a procedure modification unit (14) reorders processes in the fault response procedure (31a), and outputs a fault response procedure (31a-1) with the reordered processes.
