Handling Dual Priority Configurations In A Wireless Communication Network

Abstract: Embodiments of the present disclosure describe techniques in which a device may transmit to a network controller of an evolved packet system (EPS) a first non access stratum (NAS) message including a device properties information element (IE) with a low priority indicator set to indicate a mobile station (MS) is configured for NAS signaling low priority; transmit a second NAS message to establish a packet data network (PDN) connection the second NAS message including a low priority indicator set to indicate the MS is not configured for NAS signaling low priority; and perform an EPS session management (ESM) procedure related to the PDN connection or an EPS mobility management procedure related to the PDN. Other embodiments may be described and claimed.

WE CLAIM:
1. A user equipment (UE) (15) for communicating with a plurality of priorities,
the UE comprising circuitry (708) to:
receive, from upper layers, a request that a user equipment (UE) access a wireless
communication network (100) for services associated with a first priority level;
determine (606) a backoff timer is running; and
determine a timing of transmission of a non-access stratum (NAS) request
message to a network controller (206) based on a determination (608) of whether the
backoff timer was initiated based on another NAS request message communication
having the first priority level or a second priority level that is lower than the first priority
level.
2. The UE as claimed in claim 1, wherein the circuitry is to:
determine that the backoff timer was initiated based on another NAS request
message having the first priority level; and
transmit (616) the NAS request message upon expiration of the backoff timer.

3. The UE as claimed in claim 1, wherein the circuitry is to:
determine that the backoff timer was initiated based on another NAS request
message having the second priority level; and
transmit (614) the NAS request message while the backoff timer is running.
4. The UE as claimed in claim 1, wherein:
the other NAS request message has an indicator to indicate the first or second
priority level;
the other NAS request message is an attach request, a tracking area update
request, or an extended service request;
the NAS request message is an attach request, a tracking area update request, or
an extended service request.
5. The UE as claimed inany of claims 1-4, wherein the circuitry is to: 27 INTL-460-IN
add (502) a configuration parameter associated with a device configuration
management object, the configuration parameter to indicate an ability of the device to
override a configuration of the device, wherein the configuration is a default
configuration associated with the second priority level or an extended access barring
(EAB) configuration, wherein
the configuration parameter is optionally provided to the management object by a
provider of the wireless communication network.
6. The UE as claimed in any of claims 1-4, wherein the circuitry is to:
configure the device with a dual-priority configuration by assigning a default
configuration associated with the second priority level as a default configuration; and
providing (512) an ability to override the second priority level and assign the first
priority level.
7. The UE as claimed inany of claims 1-4, wherein the UE is a machine-tomachine device, and the network controller is a machine-type communication (MTC)
controller.
8. A method (600) of configuring a device (15) for communication, the method
comprising:
configuring the device with a dual-priority configuration by assigning a default
configuration associated with a first priority level and providing (602) an ability to
override the default configuration, as an override configuration associated with a second
priority level that is higher than the first priority level;
determining (606) that a backoff timer is running;
determining (610) that the device has established or is establishing a packet data
network (PDN) connection associated with the second priority level, and that thebackoff
timer was started (608) due to a first request message associated with the first priority
level; and
transmitting (614) a second request message to a network controller (206) while
the backoff timer is running. 28 INTL-460-IN
9. The method as claimed in claim 8,comprising:
receiving the second request message from an upper layer.
10. The method as claimed in claim 8,comprising:
setting (502) a non-access stratum (NAS) configuration management object (MO)
parameter of the device to indicate that the device has the ability to override the default
configuration.
11.The method as claimed in claim 8, wherein the default configuration is
associated with a non-access stratum (NAS) low-priority setting or an extended access
barring (EAB) configuration.
12. The method as claimed in any of claims 8-11, wherein the second request
message is a tracking area update request message or a service request message and the
device is a machine-to-machine device.
13. One or more computer-readable media (712, 717) having instructions, that
when executed, cause a device (15) to perform the methodas claimed in any of claims 8-
11.
14. A user equipment (UE) (15), comprising:
a system control logic (708) to:
determine (606) that a backoff timer is running; and
determine (608) that the device has established or is establishing a packet data
network (PDN) connection associated with a first priority level, and that the backoff
timer was started due to a first request message associated with a second priority level
that is lower than the first priority level; and
a communication interface (720) coupled with the system control logic, the
communication interface to:
transmit (614) a second request message to a network controller (206) while the
backoff timer is running. 29 INTL-460-IN
15. The device as claimed in claim 14, wherein the system control logic isto
receive the second request message from an upper layer.
16. The device as claimed in claim 14, wherein the PDN connection associated
with the first priority level was established or is being established without a non-access
stratum (NAS) signaling low priority indication.
17. The device as claimed in claim 14, wherein the second request message is a
tracking area update request message or a service request message.
18. The device as claimed in claim 14, wherein the first request message is an
attach request, a tracking area update request, or an extended service request message.
19. The device as claimed in any of claims 14-18, wherein the device is a
machine-to-machine device.
20. A user equipment (15) for communicating using various priorities, the user
equipment comprising:
one or more modules (708, 710) to:
configure the user equipment for low priority communications by
including a device properties information element, in one or more non-access
stratum (NAS) messages, with a low-priority indicator to indicate the user
equipment is configured for NAS signaling low priority;
configure the user equipment for non-low priority communications by
including a device properties information element, in at least one NAS message,
with a low-priority indicator to indicate the user equipment is not configured for
NAS signaling low priority,
wherein the user equipment is to be configured for non-low priority
communications to perform EPS mobility management procedures; and
one or more processors (704) to implement the one or more modules.
21. The user equipmentas claimed in claim 20, wherein the user equipment is to
be configured for non-low priority communications to perform EPS mobility
