Abstract: This hot-rolled steel sheet has a prescribed chemical composition and metallographic structure, Pi/Ps is 1.2-2.0 in a region in which a sheet-thickness cross section parallel to the rolling direction is divided into three portions in the sheet thickness direction, where Pi is the pole density of the (001) face in ferrite and bainite in the central region, and Ps is the pole density of the (001) face in ferrite and bainite in the surface layer regions, and the tensile strength of the hot-rolled steel sheet is 950 MPa or greater.
