Abstract: When encoding randomly accessible inter pictures a prediction image generating unit sets a reference picture from among a plurality of randomly accessible intra pictures and performs motion compensation prediction that uses said set reference picture in prediction processing. A variable length coding unit (13) encodes picture position information indicating the reference picture and identification information indicating that the randomly accessible inter pictures are randomly accessible and multiplexes the encoded data of the picture position information and the identification information into a bit stream.
