Abstract: To reduce variation in the precision of inter layer prediction with color gamut scalability. [Solution] An image processing device equipped with: a setting unit that sets prediction parameters to be used when predicting from an image in a first layer an image in a second layer having a different color gamut than the first layer with said prediction parameters being set block by block for the blocks contained in the second layer image; a prediction unit that uses the prediction parameters that are set block by block by the setting unit to generate a second layer predicted image from the first layer image; and a decoding unit that uses the predicted image generated by the prediction unit to decode the second layer image.
