Abstract: The image processing device (1) for performing image processing for reducing noise in a pickup image has: an image region calculation part (110) for predetermining, upon measuring a first texture quantity indicating a fluctuation in the luminance of multiple image regions from the multiple image regions obtained by dividing a pickup image, an image-processing target region, that is, a region to be image-processed, on the basis of the first texture quantity; a luminance determination part (130) for determining whether or not the image processing needs to be applied to a present pickup image on the basis of the luminance of the image-processing target region in the present pickup image; a texture determination part (140) for determining, upon calculating a second texture quantity indicating a fluctuation in the luminance of the image-processing target region which needs to be image-processed as determined by the luminance determination part, whether or not the image processing should be applied to the image-processing target region on the basis of the second texture quantity; and an image processing part (150) for executing the image processing of the image-processing target region which is to be image-processed as determined by the texture determination part (140).
