Abstract: According to the present invention, an inferring unit (1033) predicts, as a predicted parameter value, a future parameter value of a time synchronization parameter used in time synchronization calculation, which is calculation for synchronizing the times of two machines. When a measured parameter value, which is a measured value corresponding to the predicted parameter value, is generated via the passage of time, a cumulative distribution table generation unit (1034) calculates the difference between the measured parameter value and the predicted parameter value as a prediction error. A cumulative probability calculation unit (1036) uses the prediction error to calculate a degree of abnormality representing the possibility that an abnormality is included in the measured parameter value.
