Abstract: According to the present invention, an influence degree analysis unit (103) analyzes, for each of a plurality of parameters, the degree of influence on an apparatus when a parameter value is changed. A parameter selection unit (104) selects, as a selection parameter, a parameter for which an influence degree matching a selection condition is obtained, from among the plurality of parameters. A similarity calculation unit (106) calculates, for each of operation models of the apparatus, a similarity between a selection parameter and a parameter corresponding to the selection parameter among a plurality of parameters set in each operation model. An initial probability calculation unit (107) calculates an initial probability, which is a probability to be set as an initial value in each operation model, for each operation model, on the basis of the similarity of each operation model.
