Abstract: A system and method for managing digitization of information in plurality of working environments is provided, the system including an information storage means, input means, file management means, business application means, dashboard means, administrative application supporting means collation means, data management means, workflow means and organization model means. The information is inputted using input means, information is given to knowledge management means for further capture, storage and dissemination. The system also supports file management in plurality of working environments using file management means, business application support by governing functions of a business using business application means. The dashboard means works as central console for various subsystems. All the information is stored in plurality of databases using information storage means.

THE FOLLOWING SPECIFICATION DESCRIBES THE INVENTION


Field of the Invention:
This invention relates to information systems.
Background of the Invention:
Any Government department has functions at multiple levels of the administrative hierarchy. Most of the work done by Government departments is workflow-intensive; there is a lot of information flow in the form of files. Some of this work necessitates the creation and maintenance of databases that hold data critical to the decision making process.
For the purposes of this specification, an environment is a particular workplace which includes a plurality of related subsystem adapted to work in tandem with each other.
While various environments have various functions, and various needs, the common idea is to collate the workflow processes to achieve faster outcomes.
The current reality is that typically more than 50% of the time of a government is spent on meetings and administrative work, which should have gone into policy making. In database management, it has been currently seen that only 44% of the file content is useful which leads to large warehouses of files which contain duplicated or triplicate information.
Objects of the Invention:
An object of the invention is to automate routine tasks, in various environments.

Another object of the invention is to facilitate optimized planning and monitoring processes.
Still another object of the invention is to provide better communication of information.
Yet object of the invention is to provide improved service times and response times in the workflow in various environments.

Description of the Invention:
According to this invention, there is provided a system for digitizing a workplace or a working environment. Typically, said digitization is provided by seamlessly managing documents, managing workflow, managing a collaborative environment, managing knowledge transfer by building an automated environment.
Figure 1 illustrates a generic schematic of the working system of the invention, for digitizing a workplace.
Figure 2 illustrates a generic schematic of the architecture system of the invention, for digitizing a workplace.
In accordance with an embodiment of this invention, there is provided an input means adapted to input information from a user (USER).
In accordance with another embodiment of this invention, there is provided a Knowledge Management System (KMS) adapted for supporting creation, capture, storage and dissemination of information, which is input from a user.
In accordance with yet another embodiment of this invention, there is provided a File Management System (FMS) adapted to classify information stored in files, and store it in relation to pre-defined parameters or referencing and cross-referencing for ease of location and retrieval.

In accordance with still another embodiment of this invention, there is provided a Management Information System (MIS) adapted to manage, govern, and compute various aspects of a business application.
In accordance with an additional embodiment of this invention, there is provided a Dashboard means adapted to provide a platform for multiple subsystems of various environments.
In accordance with yet an additional embodiment of this invention, there is provided a Business Application component adapted to identify business parameters for governing the function of a business and apply appropriate user-defined rules for controlled functioning of the same.
In accordance with still an additional embodiment of this invention, there is provided an admin application component adapted to provide a central console for administrative applications of the subsystems in various environments.
In accordance with yet an additional embodiment of this invention, there is provided Data Management System (DMS), workflow means, and organization model means (Org Model) adapted to collate information from said Knowledge Management System, File Management System, Organisation Model, Accesss Controls, Dashboard, MIS and Business Administrative Application components
According to an exemplary embodiment, the system of this invention is implemented in a healthcare setup. This system provides better care to

patients through state of the art healthcare solutions in avenues such as hospital and patient management systems and Management Information Systems. The system of this invention is envisaged to address all functional areas of a hospital and the entire gamut of hospital activities by automating the workflow from one sub-system to another, in a seamless coherent manner.
Different departments of a hospital for different subsystems and are linked together on a platform. A manager, typically a personnel would create rules, by means of a rule creation engine to lay down information requirements for each subsystem. This rule creation engine is adapted to provide support to a decision making engine at each subsystem. By the system of this invention, the objectives of streamlined operations, enhanced administration, and control, improved response to patient care, cost control, improved profitability, stringent data security and easy recover in case of a system failure are envisaged.
Figure 3 illustrates a generic schematic of the working system of the invention, for digitizing a healthcare related workplace and Figure 4 illustrates a generic schematic of the architecture system of the invention, for digitizing a healthcare related workplace, wherein, separate modules such as Hospital Administration, Clinical Services, Patient Care Services, Ancillary Services are envisaged. The entire gamut of activities are further broken down, into the components of the sub-systems as seen in Figure 4.
Figure 5 illustrates a generic schematic of the working system of the invention, for digitizing a municipality related workplace.

According to an exemplary embodiment, the system of this invention is implemented in a municipality setup. This system provides improved well-defined procedures for service delivery, and increased satisfaction to citizens.
In accordance with an embodiment of this invention, there is provided a plurality of municipal transaction processing systems (MTPS). Typically MTPS includes Financial subsystem, Revenue subsystem, Civic services subsystem, Back Office subsystem, Assets subsystem, H.R. subsystem, Poverty alleviation information subsystem, Inventory subsystem. Each subsystem is linked to a central repository (Municipal DataBank). A topography wise jurisdiction and the linkage of each subsystem to the relative topography, to view the functional parameters, is envisaged to be seen through a geographic information system (GIS). Further, there is provided a stakeholder database to connect the public to each of the subsystems for functional purposes. Also, a MIS governs the smooth activity of the running of each subsystem, in a time-shared synchronous manner.
Figure 7 illustrates a generic schematic of the working system of the invention, for digitizing a public infrastructure development related workplace.

According to an exemplary embodiment, the system of this invention is implemented in a public infrastructure development environment. The objective is to optimize the creation, maintenance and utilization of national infrastructure.
In accordance with an embodiment of this invention, there is provided a plurality of public works department subsystem, typically, projects management subsystem, project accounting subsystem, resource management subsystem, road information management subsystem, road maintenance management subsystem. These subsystems are linked to financial engines and information management engines, and governed by a MIS. Further, a rural road development program means is adapted to give instructions and provide the layout for functioning of each of the subsystems.
Figure 8 illustrates a generic schematic of the architecture system of the invention, for digitizing a public infrastructure development related workplace, which includes:
RMMS means which stands for Road Maintenance Management System;
Quality Control means; Measures to control the quality of road construction
Inventory & Store means; all materials required for
construction/maintenance of roads/buildings, kept in custody of the
department
Estimation means; the process of identifying the cost and effort relevant to a
contract for building or maintaining a specific stretch of road/building

Resource Management means; A system to manage resources available with
the Department in terms of people, equipment etc.
Measurement Book & Memorandum of Payment means; Register
maintained by the government department that encapsulates the extent of
completion of work on a road or building and identifies the payment due to a
contractor accordingly
Tendering means; the process of bidding for a contract
Project Management means; the process of managing key components of a
construction or maintenance project in terms of people, material, time etc.
Finance & Accounting means. The process of coming up with a statement of
spend and receipts on road and building construction and maintenance
projects
According to an exemplary embodiment, the system of this invention is
implemented in a treasury system, typically of a Government.
Figure 9 illustrates a generic schematic of the working system of the
invention, for digitizing a treasury system related workplace.
Figure 10 illustrates a generic schematic of the architecture system of the
invention, for digitizing a treasury system related workplace.
A Budget Management System is adapted for allotment of budgets. A
Departmental System is adapted for distribution of allotted budgets. A
Treasury Management System is adapted for payments and receipts of funds,
and sourcing money to offices and banks. A Consolidated Information
Warehouse is adapted for providing feedback to the Budget Management
System for revision of budget, and transfer of data to DDO.
The functions of the system are for:

- preparation & approval of budgets;
- preparation & approval of disbursement sheets;
- preparation of bills;
- approval of bills to vouchers;
- data sharing across the state;
- pay-bill processing by integrating the employee database;
- dashboards.
According to an exemplary embodiment, the system of this invention is implemented in a tax system, for a Government.
Figure 11 illustrates a generic schematic of the working system of the invention, for digitizing a tax system related workplace. Figure 12 illustrates a generic schematic of the architecture system of the invention, for digitizing a tax system related workplace.
Various subsystems relating to interfaces for input for taxpayers, public interface cells, data entry operators, processing authorities, advisory authorities, printing authorities, registering authorities, registration delivery are developed and the correlation between them establishes for appropriate working.
According to an exemplary embodiment, the system of this invention is implemented for a portal.
The functions of this system include:

Informational Services:
To provide up-to-date information on a wide range of subjects pertaining to
different, government departments and agencies.
Interactive Services:
Facilitates online submission of forms including applications and requests for registrations, licenses, permits, certificates and representations to different government departments and agencies. Complaints and grievances can be filed and monitored online.
Payment Services:
Facilitates online payments of Utility Bills, Taxes and Fees. Online support
services like accounting of services, tracking of payments are available.
Figure 13 illustrates a generic schematic of the architecture system of the invention, for digitizing a system for a portal.
The system includes a plurality of databases from various departments such as agriculture, CCLA, Health, Industry, Finance, Education linked to online support system having the facilites of payment gateway, security, accounting, single sign on, organization setup, hosting services, G2G services, G2C services, Business Services, Collaboration, Content Management, MIS Applications, Publications, Authentication, Back-end Connectivity, Multiple SDP Support and the like, which is further connect to the Internet and to users, and government entities.

According to an exemplary embodiment, the system of this invention is implemented in an oceanographic environment, for mitigation of Oceonographic Disasters. The function of the system includes:
• Potential Fishing Zone mapping
• Experimental Ocean State Forecast
• Marine Metrological Advisory Services
• Web-based Ocean Information Services
• Value-added Services and Decision Support Systems
• Storm Surge Prediction and Disaster Management
• Climate / Monsoon / Weather Forecast
• Monitoring of Pollution / Oil Spill
• Global Ocean Observing System
Figure 14 illustrates a generic schematic of the working system of the invention, for digitizing an oceanographic environment related workplace.
Monitoring subsystems which include seismic subsyetm, DOARS subsystem, Tide Gauge Subsystem, and the like are linked to Dataware Housing Module. These and GIS tools are linked to database servers and web servers to be viewed on web clients, and further application clients.
Figure 15 illustrates a generic schematic of the architecture system of the invention, for digitizing a oceanographic environment related workplace. It illustrates various layers of implementation of the system namely the presentation layer, the presentation control layer, the service broker layer,

the business layer, the data access layer, the data layer, and the data acquisition layer.
According to an exemplary embodiment, the system of this invention is implemented in a police environment. The nature of the work that is to be done is:
• Police Station: FIR Registration, Investigation, Court Disposal
• SP-CP Office: Visitor Registration, Passport & Visa Applications, Domicile & Police Clearance
• Prison: Prisoner Record Maintenance / Health Maintenance / Reform Welfare, Prisoner Escort, Jail Transfer
• Forensic Science Lab: Receipt & Forwarding of Parcels, Case Allocation, Test result and Final Reports.
• SCRB: Applications and reports which caters to data required for National Crime Record Bureau (NCRB)
• Intelligence Bureau: Information gathering and intelligent analysis
• CID Crime: Enquiry and Investigation of cases, Court case tracking, Cyber Crime, Worksheet, and Press Cutting.
• Armed unit & SRP groups: Deployment of SRP and reserved forces
• Anti-corruption Bureau: Inquiry, Trap/Decoy, FIR Registration, Prosecution Cases,
• Traffic: Processing & Issuance of Memo, Notification Library
• Training: Preparation of Training Schedules, Processing on Nominations received, Training Results

• Communications: Purchase, Distribution and maintenance of wireless
equipments and vehicles
Figure 16 illustrates a generic schematic of the working system of the invention, for digitizing police environment related workplace. Figure 17 illustrates a generic schematic of the architecture system of the invention, for digitizing a police environment related workplace.
The system includes a citizen portal for input to the system. A HoD application categorizes the input in accordance to pre-defined parameters. And a common application and core framework processes the input. The crime and criminal information system is adapted to act as databases.
According to an exemplary embodiment, the system of this invention is implemented in a social sector environment. The functions include:
• Job card generation and printing in vernacular languages
• Detailed engineering estimates of works proposed
• Generation of details of task-wise effort and material spent
• Technical and administrative approval processing of proposed works
• Direct payment of wage and material to beneficiaries
• Complete reconciliation of wage payments and work progress
• Real time tracking of number of days worked and wages paid
• Material indenting, receiving, payment and reconciliation capability
• Close monitoring and tracking of works and payments through 'Dashboards'
• Tracking of inflow and outflow of funds

• Detailed analysis of data for assessing and improving the system implementation.
• Generation of MIS reports
Figure 18 illustrates a generic schematic of the working system of the invention, for digitizing social sector environment related workplace.
The system includes subsystems relating to wage seeker registration, work proposals and estimation, work progress and muster roll management, wage payment & disbursement, funds management, material management, reports tool, analysis tool, dashboard tool, social audit tool, and administration tool.
Figure 19 illustrates a generic schematic of the architecture system of the invention, for digitizing a social sector environment related workplace. A program monitoring system links villages and districts and other geographic locations via the Internet. The program monitoring system includes web clients, application servers and database servers. It is further supplemented by a program implementation system which includes a graphical user interface component, an application layer component, and a database means.
According to an exemplary embodiment, the system of this invention is implemented in an environment adapted to rate ministries and government. It is a formal tool & mechanism to objectively measure the effectiveness of charter design and its implementation. It provides standard guidelines on how Citizen's Charters can be aligned with growing expectations of citizens, emerging technology trends and evolving governance policies. Typically, it

provides a requirement standard for public service delivery in India viz. IS 15700:2005 formulated by the Bureau of Indian Standards.
While considerable emphasis has been placed herein on the specific structure of the preferred embodiment, it will be appreciated that many alterations can be made and that many modifications can be made in the preferred embodiment without departing from the principles of the invention. These and other changes in the preferred embodiment as well as other embodiments of the invention will be apparent to those skilled in the art from the disclosure herein, whereby it is to be distinctly understood that the foregoing descriptive matter is to be interpreted merely as illustrative of the invention and not as a limitation.
