Abstract: A method and apparatus for deactivating a secondary cell and a communication system. The deactivation method comprises: in the case where a deactivation timer is restarted or a channel quality indication report is transmitted in any one of second secondary cells of a secondary PUCCH cell group restarting a deactivation timer associated with a first secondary cell which carries a PUCCH.
