Abstract: An video decoding method according to the present invention can comprise the steps of deriving (S1010, S1020) a plurality of merge candidates for a current block; constructing (S1030) a merge candidate list by adding the plurality of merge candidates thereto; selecting (S1040) a first merge candidate and a second merge candidate from the merge candidate list; and obtaining (S1050, S920) prediction samples of the current block based on first motion information derived from the first merge candidate and second motion information derived from the second merge candidate, where first index information, specifying the first merge candidate, is explicitly signaled via a bitstream, and a merge candidate that has a smallest index or has an index by adding an offset to an index of the first merge candidate is determined as the second merge candidate.
