Abstract: Provided in the embodiments of the present application are a method and device for radio communication, and a communication system. The method comprises: a terminal device receives a downlink data signal at time unit n, the downlink data signal comprising an activation or deactivation signaling effective for one secondary cell; the terminal device executes at least one of the following processing: a corresponding action of an application no earlier than time unit n + k + 1; an action of an application related to a deactivation timer of the secondary cell at time unit n + k + 1; an action of an application related to a CSI report after time unit n + k, where the CSI report relates or corresponds to the activation or deactivation signaling; and the time unit refers to a time unit corresponding to the transmission of an uplink control signal bearing HARQ-ACK information corresponding to the downlink data signal.
