We claim:
1. A mobile communication system including a plurality of base stations (72) that
perform radio communication with user equipments (71) and a radio
network controller (73, 74) that controls the plurality of base stations (72),
wherein
the radio network controller (73, 74) indicates a first radio
resource for transmitting to the user equipments (71) a reference signal for
measuring a power to the base stations (72),
a base station (72) of the plurality of base stations (72) designates,
in addition to the first radio resource indicated by the radio network
controller (73, 74), a second radio resource for transmitting the reference
signal to the user equipment (71),
each of the first radio resource and the second radio resource has
a reduced transmission time for transmitting the reference signal than a
transmission time for transmitting the reference signal by a third radio
resource, and
the base station (72) transmits the reference signal to the user
equipment (71) with the reduced transmission time, not by using the third
radio resource, but by using the first radio resource indicated by the radio
network controller (73, 74) and the second radio resource additionally
designated by the base station (72) itself.
2. The mobile communication system as claimed in claim 1, wherein the base
station (72) notifies a neighbor base station of the second radio resource

3. The mobile communication system as claimed in claim 1, wherein the base
station (72) notifies the radio network controller (73, 74) of the second radio
resource additionally designated by the base station (72) itself.
4. The mobile communication system as claimed in claim 3, wherein the radio
network controller (73, 74) changes the first radio resource indicated to the
base station (72) on the basis of the second radio resource additionally
designated by the base station (72).
5. The mobile communication system as claimed in claim 1, wherein the radio
network controller (73, 74) indicates a priority order of each radio resource
to additionally designate the second radio resource to the base station (72).
6. The mobile communication system as claimed in claim 1, wherein the base
station (72) additionally designates the second radio resource in addition to
the first radio resource indicated by the radio network controller (73, 74)
depending on an operation state.
7. The mobile communication system as claimed in claim 6, wherein, when the
base station (72) operates in an energy-saving mode having an operation
power lower than a normal operation power, the base station (72)
additionally designates the second radio resource in addition to the first

8. The mobile communication system as claimed in claim 1, wherein the first
radio resource and the second radio resource are subframes to transmit
multimedia data of a radio frame.
