Abstract: This non-oriented electrical steel sheet comprises a silicon steel plate as a base material. The silicon steel plate has a predetermined mechanical property according to a direction with respect to a rolling direction, and the difference between a maximum value and a minimum value of the diameter of a circular hole after punching the silicon steel plate with a substantially circular die is 0.20% or less of the average value of the maximum value and the minimum value.
